        "content": "<p>PT Perkebunan Nusantara (PTPN) and Perum Perhutani have expressed\nreadiness to collaborate with the Jember Regency Government to eradicate\nextreme poverty in Jember, East Java. Coordinator Manager of the Jember\nEstate Region PTPN I Regional 5, Benny Hendricrianto, acknowledged that\nextreme poor communities still reside around the plantations. \u201cWe agree\nthat it is impossible for us to solve this alone. PTPN is ready to\nsynergise and collaborate with Jember\u2019s priority programmes,\u201d said Benny\nin a press release during a discussion titled \u201cPortrait of Extreme\nPoverty on State Land, Who is Responsible?\u201d held at the University of\nJember on Monday (13\/4\/2026). According to Benny, PTPN has already\nimplemented several efforts to address poverty in Jember. PTPN has\nconducted home renovations for poor residents, held affordable markets,\nand participated in stunting prevention alongside the Jember Regency\nGovernment. PTPN runs a Social and Environmental Responsibility (TJSL)\nprogramme providing capital access to cattle farmers in Jember through\npartnerships with Himbara banks. \u201cWe provide TJSL for farmers with very\nlow interest, only three percent. We have allocated nearly Rp 28 billion\nfor around 2,800 farmers. We hope this can boost the economy,\u201d he\nstated. PTPN also has operational cooperation schemes (KSO) with private\nparties, allowing extreme poor residents in plantation areas to work on\nthese projects, as hoped by Jember Regent Muhammad Fawait. Currently,\nPTPN has a sugarcane KSO in Mumbul Estate, Jember, to increase sugarcane\nproduction supporting sugar self-sufficiency. There is also a maize KSO\nin Jember to support food security programmes. In line with PTPN, Perum\nPerhutani is also ready to work with stakeholders to eliminate the\nextreme poverty rate in Jember, which is the highest in East Java. Head\nof Perum Perhutani East Java, Wawan Tri Wibowo, stated that Perum\nPerhutani will oversee the Ministry of Forestry\u2019s social forestry\nprogramme to ensure it is on target. This programme opens opportunities\nfor extreme poor residents to manage forest land, thereby gaining\neconomic benefits. Additionally, Perhutani will provide guidance to\nprogramme recipients so they have the knowledge to manage the land,\navoiding indiscriminate tree felling to plant other crops. Wawan\nrevealed that around 36,000 hectares of forest area in Jember will be\nconverted for the social forestry programme. \u201cThe issue is whether\naccess is given appropriately to those in need? This is what we must\noversee going forward, whether it truly benefits communities around the\nforest who are indeed farm labourers,\u201d said Wawan. Besides overseeing\nthe social forestry programme, Perum Perhutani has undertaken several\ninitiatives to improve community welfare in Jember. Perhutani also\npartners with communities to manage tourist sites in forest areas.\n\u201cPerhutani is open, ready to provide access, and support the Regent\u2019s\nprogrammes in enhancing community welfare,\u201d he added. Jember Regent Gus\nFawait is confident that the social forestry programme can address\nextreme poverty within one to two years, provided it is targeted\ncorrectly. From the 36,000 hectares of social forest land, Fawait hopes\neach hectare is managed by one extreme poor family. Thus, there will be\n36,000 families exiting the extreme poverty category. To oversee the\nprogramme, the Jember Regency Government is ready to provide training to\nextreme poor residents who will receive the land. The Regency Government\nwill also provide seed assistance after residents receive the forest\nland. Professor of Sharia Institutional Economics at the Faculty of\nEconomics and Business, University of Jember, Prof Ahmad Zainuri,\nreminded that extreme poverty partly arises because stakeholders operate\nindependently to tackle poverty. Therefore, Zainuri hopes that\nstakeholders can now move together to resolve this poverty issue.<\/p>",
