Efforts to recover the agricultural sector following\nhydrometeorological disasters in Aceh, North Sumatra, and West Sumatra\nare being accelerated. Following the approval of the Sumatra\nPost-Disaster Rehabilitation and Reconstruction Master Plan by the\nIndonesian House of Representatives (DPR RI), the Post-Disaster\nRehabilitation and Reconstruction (PRR) Task Force is now urging\nministries and agencies to immediately submit and expedite budget\ndisbursements to ensure recovery programmes can commence on the\nground.<\/p>\n
The Chairman of the Sumatra Post-Disaster PRR Task Force, Muhammad\nTito Karnavian, emphasised that accelerating budget proposals is key to\npreventing delays in the rehabilitation and reconstruction process. He\nnoted that the government has prepared policy and budgetary support,\nmeaning all ministries and agencies must act swiftly to address recovery\nprogramme requirements.<\/p>\n
\u201cPlease submit budget proposals to the Minister of Finance in\naccordance with the activities planned in the Master Plan. The sooner,\nthe better, so that once the Ministry of Finance has transferred the\nfunds, we can move faster on the rehabilitation and reconstruction of\nthe Sumatra disasters. We must not allow a situation where, despite\npresidential directives and the Minister of Finance having prepared the\nbudget, colleagues in ministries and agencies fail to submit proposals,\nthereby delaying the recovery of Sumatra,\u201d Tito stated in a briefing on\nSaturday (6\/6\/2026).<\/p>\n
This push comes as the focus shifts from emergency response and\ntransition phases to permanent recovery programmes. On several\noccasions, the National Command Post of the PRR Task Force has also\nrequested that ministries and agencies accelerate the submission of the\n2026 Additional Budget (ABT) while simultaneously preparing funding\nrequirements for 2027 to avoid any implementation gaps in the following\nyear.<\/p>\n
Based on monitoring by the PRR Task Force National Command Post as of\n3 June 2026, several ministries and agencies have entered the budgeting\nstage with the Ministry of Finance or have already received budget\nallocations. These include the Ministry of Home Affairs, Ministry of\nPublic Works, Ministry of Transportation, Ministry of Housing and\nResidential Areas, Ministry of Social Affairs, Ministry of Basic and\nSecondary Education, Ministry of Health, and the Ministry of Religious\nAffairs. Meanwhile, other ministries and agencies are still completing\ninternal processes or preparing supporting documentation.<\/p>\n
\u201cAccelerating funding is becoming increasingly important because\nvarious recovery programmes are ready for implementation. In the\nagricultural sector, the rehabilitation of affected land has reportedly\nreached 63 per cent progress, and replanting activities have begun in\nseveral areas of Aceh. In the education sector, the revitalisation of\naffected schools is ongoing to ensure students are no as longer studying\nin emergency facilities,\u201d he explained.<\/p>\n
Furthermore, the construction of permanent housing is being\naccelerated to ensure that communities can move into safe and decent\nhomes as soon as possible.<\/p>\n
The Sumatra Post-Disaster Master Plan serves as the primary guideline\nfor permanent recovery over a three-year period, spanning 2026\u20132028. The\ndocument, developed through collaboration between the central\ngovernment, regional governments, Bappenas, and the PRR Task Force,\ncomprises 11,512 programmes and activities with a total budget\nrequirement of Rp100.166 trillion.<\/p>\n
