        "content": "<p>Provincial govt lambasted for neglecting education<\/p>\n<p>Rusman, The Jakarta Post, Samarinda, East Kalimantan<\/p>\n<p>A public policy observer has lashed out at the East Kalimantan<br>\nprovincial administration for paying little attention to<br>\neducation.<\/p>\n<p>Sugeng Hariyadi said the administration had allocated only Rp<br>\n58.98 billion, or 2.1 percent, of its Rp 2.75 trillion (US$324<br>\nmillion) provincial budget this year toward education, far less<br>\nthan the minimum 20 percent education budget imposed by the<br>\nConstitution.<\/p>\n<p>\"Given the very low budget proposed for education, the<br>\nadministration is apparently neglecting the education sector.<\/p>\n<p>\"It is sad, because education is very important to help<br>\nimprove the quality of human resources in the province,\" said<br>\nSugeng, a lecturer at the Samarinda State Polytechnic.<\/p>\n<p>He was commenting on a draft provincial budget unveiled by<br>\nEast Kalimantan governor Suwarna before a recent meeting with the<br>\nprovincial legislative council.<\/p>\n<p>According to the Constitution, central and regional<br>\ngovernments must earmark a minimum 20 percent of their annual<br>\nbudgets for education, a policy that is seen as instrumental to<br>\nimproving the country's human resources.<\/p>\n<p>The East Kalimantan provincial administration must provide at<br>\nleast Rp 540 billion in order to meet the policy this year.<\/p>\n<p>Kasyful Anwar As'ad, the budget committee coordinator at the<br>\nEast Kalimantan provincial council, said the councillors<br>\nunderstood the importance of a proper education budget.<\/p>\n<p>Therefore, he said, councillors would demand at the next<br>\nmeeting that the administration increase the education budget.<\/p>\n<p>According to data from the East Kalimantan provincial<br>\nadministration, about 54,000 of 2.63 million East Kalimantan<br>\nresidents -- or 2.72 percent of the provincial population -- are<br>\nuneducated.<\/p>\n<p>Meanwhile, 46.35 percent of the population have received<br>\nsecondary-level education -- whether in part or up until<br>\ngraduation -- while the remaining 45.87 percent have only<br>\nreceived elementary-level education.<\/p>\n<p>Only 5.6 percent of the provincial population have pursued<br>\ntheir education to the university level.<\/p>",
