        "content": "<p>Provinces told to resist foreign loans<\/p>\n<p>JAKARTA (JP): Minister of Home Affairs and Regional Autonomy<br>\nSurjadi Soedirdja told provincial administrations on Saturday to<br>\nrefrain from attaining loans from abroad over the next two years<br>\nalthough it is permissible under regional autonomy.<\/p>\n<p>Surjadi claimed that donor countries themselves had appealed<br>\nfor local administrations not submit requests for loans.<\/p>\n<p>\"There is a strong push from donor countries for regions not<br>\nto take loans from abroad in the next one or two years,\" Surjadi<br>\nwas quoted by Antara as saying in Surabaya on Saturday.<\/p>\n<p>Citing government regulation No. 107\/2000, Law No. 22\/1999 on<br>\nregional administrations and Law No. 25\/1999 on the fiscal<br>\nbalance between the regions and the central government, Surjadi<br>\nsaid such loans also must be approved by the central government.<\/p>\n<p>\"The donor countries wanted it like that because they will not<br>\nsign a deal with regional administrations, only the central<br>\ngovernment,\" he said, without identifying the specific donor<br>\nstates that had demanded this arrangement.<\/p>\n<p>Surjadi also cautioned regional administrations that in the<br>\nfuture any applications for foreign loans must be based on clear<br>\ncalculations in which the money received would be used for<br>\nprojects that would see a return on investment or would clearly<br>\nbenefit the welfare of the people.<\/p>\n<p>He added that the central government also would scrutinize the<br>\napplications to ensure it would not eventually be burdened with<br>\nthe debt.<\/p>\n<p>Minister of Finance Prijadi Praptosuhardjo also urged regional<br>\nadministrations not to be hasty in seeking foreign loans to fill<br>\ntheir coffers, adding that the prohibition on borrowing from<br>\nabroad also was based on the situation of the country, which is<br>\nstill very much in a state of crisis.<\/p>\n<p>\"Regions should really take into account their cash flow so<br>\n(foreign loans) do not eventually impede local development,\" he<br>\nsaid.<\/p>\n<p>According to Prijadi, a ministerial decree is currently being<br>\ndrafted by his office to regulate the technical process of<br>\nattaining foreign loans.
