        "content": "<p>Jakarta, VIVA - The Public Prosecutor (JPU) has highlighted the\nplanning process for the education digitalisation programme and\nChromebook procurement within the Ministry of Education, Culture,\nResearch, and Technology (Kemendikbudristek), noting that it did not\ninvolve the ministry\u2019s organic human resources.<\/p>\n<p>This was stated by JPU Roy Riady during a hearing at the Central\nJakarta Corruption Court on Monday, 11 May 2026. He assessed that, based\non the evidence and trial facts, former Minister of Education Nadiem\nAnwar Makarim tended to involve external parties more than internal\nofficials such as directors-general or directors.<\/p>\n<p>\u201cBased on the evidence and trial facts, Nadiem did not involve the\norganic human resources available in the ministry, such as\ndirectors-general and directors, in planning and identifying needs\nrelated to education digitalisation in schools, including the Chromebook\nprocurement,\u201d Roy said, quoted on Tuesday, 12 May 2026.<\/p>\n<p>According to Roy, the parties involved instead included Ibrahim\nArief, alias Ibam, as a consultant, as well as Jurist Tan and Fiona\nHandayani, who were part of the Minister\u2019s inner circle at the time.<\/p>\n<p>\u201cThe ones he involved were outsiders he trusted, namely Jurist Tan,\nFiona, and Ibam, along with several others,\u201d he stated.<\/p>\n<p>The JPU also revealed the existence of a WhatsApp group named \u201cMas\nMenteri Core Team\u201d created in August 2019, before Nadiem officially\nassumed the role of Minister of Education. This group is said to have\nserved as a space for discussions on education policy visions and\ndigitalisation programmes.<\/p>\n<p>During the hearing, Roy mentioned that Nadiem admitted his leadership\nstyle in the ministry adopted the working pattern from when he led\nGojek. According to the JPU, this was evident from the minimal\ncommunication with the directors-general and directors in\nKemendikbudristek.<\/p>\n<p>\u201cSo I asked, how is it customary for you to lead a ministry? He\nadmitted that his pattern was like the one he brought from Gojek. And he\ndid not communicate with the directors-general and directors,\u201d Roy\nsaid.<\/p>\n<p>Nevertheless, Roy emphasised that, based on the ministry\u2019s authority\nstructure, policy decisions remain in the hands of the Minister along\nwith internal ministry officials, not special staff or consultants.<\/p>\n<p>The JPU assessed that the statements in the hearing also differed\nfrom several pieces of electronic evidence in the form of WhatsApp\nconversations that have been presented. One of them relates to\ndiscussions about Chromebooks in a group consisting of Jurist Tan, Fiona\nHandayani, and Ibrahim Arief.<\/p>",
