        "content": "<p>Prosecutor Names Contract Teacher as Suspect for Having a Second Job,\nDPR Expresses Outrage<\/p>\n<ul>\n<li>U-Report<\/li>\n<\/ul>\n<p>Jakarta, VIVA \u2013 The Chairman of Commission III of the Indonesian\nHouse of Representatives (DPR), Habiburokhman, expressed regret over the\ncase of a contract teacher in Probolinggo, East Java, who has been named\na suspect and detained simply for having a second job as a Pendamping\nLokal Desa (PLD \u2013 Local Village Assistant).<\/p>\n<p>According to him, it is understandable that the teacher, named\nMuhammad Misbahul Huda, was not aware of the prohibition against holding\nmultiple jobs. He also highlighted the actions taken by the prosecution\nin this case.<\/p>\n<p>\u201cThe prosecutor should have followed Article 36 of the new Criminal\nCode, which requires the element of intent (for a criminal offence),\u201d\nsaid Habiburokhman in Jakarta on Tuesday.<\/p>\n<p>Even if it was a mistake, he believes that law enforcement officials\nshould have simply asked him to return one of his salaries to the\nstate.<\/p>\n<p>As a legislator, he said that the prosecutor should follow the\nprinciple that the paradigm of the new Criminal Code is no longer based\non retributive justice, but rather on substantive, rehabilitative, and\nrestorative justice.<\/p>\n<p>Previously, it was reported that a contract teacher, Muhammad\nMisbahul Huda, was named a suspect by the Probolinggo State Prosecutor\u2019s\nOffice for having a second job as a PLD.<\/p>\n<p>The prosecutor believes that Misbahul committed a criminal act of\ncorruption by receiving payment from two jobs, both of which were funded\nby the state budget.
