Promoting democracy<\/p>\n
President Soeharto said the state must have the courage to
\nabrogate the rights of political groups that abuse democracy in
\norder to destroy the nation and the state, as well as democracy
\nitself. We consider the President's words as a signal for us to
\nbe more resolute in promoting Pancasila Democracy.<\/p>\n
In our Indonesian political heritage, we comprehend democracy
\nas being a philosophical legacy and as a concept concerning
\npeople's rights that we inherited from the West. This Western
\nphilosophical concept of democracy extols a process of decision-
\nmaking that is based on a 50-percent-plus-one vote.<\/p>\n
On the other hand, the decision-making system that we have
\nacquired from or own Indonesian cultural legacy advocates the
\nprocess of deliberation toward consensus. Actually, this process
\nmakes it possible for us to hold open discussions of problems in
\norder to arrive at a consensus in which nobody will consider
\nthemselves as winners or losers.<\/p>\n
Why was President Soeharto so forceful in encouraging the
\nstate to abrogate the rights of the above-mentioned political
\ngroupings? One purpose of the statement seems easy enough to
\ngrasp: We must adopt democracy as a system without giving rise to
\nacts of anarchy and while continuing to promote democracy on the
\nbasis of our Pancasila ideology and our Constitution.<\/p>\n
