Promote our own products<\/p>\n
The President's instruction calling on government agencies to
\npursue austerity seems most timely. In addition, the President
\nalso reminded cabinet ministers, heads of nonministerial
\ngovernment agencies, provincial governors, regents and city
\nmayors not to issue any regulations that run against the
\nderegulation and debureaucratization measures that have so far
\nbeen taken. All such regulations that may have already been
\nerroneously issued should be revoked.<\/p>\n
The President's call for improved public service is most
\nappropriate. After all, the second long-term development plan
\nforesees that 70 percent of investments to be made during this
\nsecond long-term development period will come from the private
\nsector. The government's efforts will be focused more on projects
\nof strategic significance, such as building the kinds of
\nnecessary infrastructure in which the private sector is not
\ninterested.<\/p>\n
In order to play this role, government agencies and officials
\nare needed who have a true understanding of their functions as
\nservants of the public -- officials who are not easily tempted to
\nput the interests of groups of people before those of the public
\nin general. In a case where some display of opulence is indeed
\nnecessary for the sake of promoting this country's good standing,
\nthen priority should be given to the use of our domestic
\nproducts. If our own officials are ashamed to use our own
\nproducts, how can we hope for others to use them?<\/p>\n
