According to the Circulation of the Directorate General of the
\nState Budget, university professors who are over 60 are entitled
\nto receive the structural allowance, a bonus given to persons in
\nleadership positions which is applicable for civil servants of
\nthe first and second echelons. The Attorney General, Chiefs of
\nthe Secretariats of Supreme\/High Institutions and Chiefs of Non-
\nDepartmental Agencies can't. And the retirement age for the
\nprofessors is set at 65 and can be prolonged to 70 as stipulated
\nin the Government Regulation No 32\/1979.<\/p>\n
What matters is that shall we not respect and appreciate the
\nservices and dedication of the professors in their effort to
\ndevelop the human resources. Seen from that context, it is
\nobvious that the policy of the allowance withdrawal is ironic.
\nThis is certainly not the way to practice tight money policy,
\nletting innocent people be victims of the new system, while many
\nsinners are left unpunished.<\/p>\n
