The demand for a clean and professional government will always
\nbe prominent during times of economic crisis. In the early days
\nof the New Order, there was a pressing need to rectify a messy
\neconomic situation and a government capable of undertaking this
\ntask was chosen.<\/p>\n
A series of five-year development plans were implemented,
\nresulting eventually in an annual economic growth rate of eight
\npercent. Why then has the effect of an increasingly integrated
\nglobal economy placed this country under so great a strain?<\/p>\n
The situation can be assessed using criteria for good
\ngovernance. In the early days of the New Order, owing to the
\nplight of the Indonesian people, implementing development
\ninitiatives was of the greatest urgency and could not be delayed
\nfor any reasons. Since those early days, however, material
\ndevelopment has outstripped the pace of mental capacity
\ndevelopment. The latter was assigned a lower priority than
\neconomic development in an era characterized by hyper-inflation.
\nThese two forms of development should have proceeded
\nsimultaneously.<\/p>\n
Development is the flow of funds from the state to the
\ncommunity through development projects. These projects and the
\nflow of funds are vulnerable corrupt and collusive use, if placed
\nin the wrong hands.<\/p>\n
Formerly parents, kings and rulers were viewed as role models.
\nTheir impressive knowledge and powerful position made them
\nexemplary people, whose advice was worth respecting and whose
\ninstructions were worth carrying out. Despite their authority,
\nthese people still lead a life similar to those whom they ruled
\nover. Pak Selo Sumarjan once said that these people were not
\nexpected to lead a poor and miserable life, but one that was in
\naccordance with the norms of the community. They should be able
\nto share in the joys and sorrows of people around them.<\/p>\n
Efforts must be made to ensure that the demand for clean and
\nprofessional governance is met. Only then will the people be sure
\nthat all members of the present leadership are doing their jobs
\nseriously and diligently.<\/p>\n
To err is human. The longer one lives, the more mistakes will
\nbe made. If a leader has been successful for several periods, he
\nwill need to be replaced to ensure that his mission can be
\ncarried through and unsolved problems settled.<\/p>\n
