        "content": "<p>Professionally clean<\/p>\n<p>From Merdeka<\/p>\n<p>The demand for a clean and professional government will always<br>\nbe prominent during times of economic crisis. In the early days<br>\nof the New Order, there was a pressing need to rectify a messy<br>\neconomic situation and a government capable of undertaking this<br>\ntask was chosen.<\/p>\n<p>A series of five-year development plans were implemented,<br>\nresulting eventually in an annual economic growth rate of eight<br>\npercent. Why then has the effect of an increasingly integrated<br>\nglobal economy placed this country under so great a strain?<\/p>\n<p>The situation can be assessed using criteria for good<br>\ngovernance. In the early days of the New Order, owing to the<br>\nplight of the Indonesian people, implementing development<br>\ninitiatives was of the greatest urgency and could not be delayed<br>\nfor any reasons. Since those early days, however, material<br>\ndevelopment has outstripped the pace of mental capacity<br>\ndevelopment. The latter was assigned a lower priority than<br>\neconomic development in an era characterized by hyper-inflation.<br>\nThese two forms of development should have proceeded<br>\nsimultaneously.<\/p>\n<p>Development is the flow of funds from the state to the<br>\ncommunity through development projects. These projects and the<br>\nflow of funds are vulnerable corrupt and collusive use, if placed<br>\nin the wrong hands.<\/p>\n<p>Formerly parents, kings and rulers were viewed as role models.<br>\nTheir impressive knowledge and powerful position made them<br>\nexemplary people, whose advice was worth respecting and whose<br>\ninstructions were worth carrying out. Despite their authority,<br>\nthese people still lead a life similar to those whom they ruled<br>\nover. Pak Selo Sumarjan once said that these people were not<br>\nexpected to lead a poor and miserable life, but one that was in<br>\naccordance with the norms of the community. They should be able<br>\nto share in the joys and sorrows of people around them.<\/p>\n<p>Efforts must be made to ensure that the demand for clean and<br>\nprofessional governance is met. Only then will the people be sure<br>\nthat all members of the present leadership are doing their jobs<br>\nseriously and diligently.<\/p>\n<p>To err is human. The longer one lives, the more mistakes will<br>\nbe made. If a leader has been successful for several periods, he<br>\nwill need to be replaced to ensure that his mission can be<br>\ncarried through and unsolved problems settled.<\/p>\n<p>M.
