A follow-up<br>\nmeasure taken by the minister of manpower eradicated 37 levies on<br>\nsupervision of safety and health norms. I hail the President's<br>\ninstruction and minister's action.<\/p>\n<p>Workers have long struggled against all kinds of illegal<br>\nlevies to have the chance to live a better life. Workers' pay<br>\nmakes up only 10 percent of production cost, whereas bribes add<br>\nbetween 25 and 30 percent to the cost of production.<\/p>\n<p>There are two categories of levies. The first one is the levy<br>\nofficially and regularly collected by government -- not within<br>\nthe framework of the state budget. Occasional levies may also be<br>\ncollected in relation to specific events such as independence<br>\nanniversary celebrations, road development and youth activities.<br>\nThe second category is the levy illegally collected by certain<br>\nofficials for their own benefit. The bribes are difficult to<br>\ndetect.<\/p>\n<p>In my opinion, only public involvement in the effort to curb<br>\nillegal levies will bring positive results.
