The procurement of pickup trucks for the Merah Putih Village\nCooperatives (Kopdes Merah Putih) is alleged to have been marked up by\nRp 61\u201369 million per unit. The fund inflation was uncovered by Indonesia\nCorruption Watch (ICW).<\/p>\n
Consequently, if accumulated against the procurement target of 80,000\npickup units, ICW estimates the potential rent-seeking could reach\nbetween Rp 4.86 trillion and Rp 5.54 trillion.<\/p>\n
\u201cOverall, ICW\u2019s findings show that the procurement of KDMP pickup\ntrucks potentially fails to meet the principles of transparency,\naccountability, efficiency and healthy business competition,\u201d ICW wrote,\nas quoted by detikOto.<\/p>\n
Finance Minister Purbaya Yudhi Sadewa admitted he did not yet have\nthe data behind ICW\u2019s findings. Purbaya is currently awaiting the\nresults of an audit into the pickup procurement.<\/p>\n
\u201cIt will be audited. Once it\u2019s audited and passes, then they will\nbill me and I will pay. So I\u2019m secure, it\u2019s safe,\u201d said Purbaya.<\/p>\n
As additional information, PT Agrinas Pangan Nusantara imported\n105,000 commercial vehicles worth Rp 24.66 trillion from India. The\ncontract covers the procurement of a total of 105,000 vehicles from two\nautomotive manufacturers based in India.<\/p>\n
A total of 35,000 Scorpio Pickup units are supplied by Mahindra,\nwhile the other 70,000 units come from Tata Motors, consisting of 35,000\nYodha Pickup units and 35,000 Ultra T.7 Light Truck units.<\/p>\n
President Director of PT Agrinas Pangan Nusantara, Joao Angelo de\nSousa Mota, explained that the purchase was made as a bulk order.\nLarge-volume purchases should be rewarded with more economical and\neffective pricing in line with the state budget. According to him, only\nIndian manufacturers were able to fulfil the procurement.<\/p>\n
Local manufacturers that have long dominated the Indonesian market\nwere said to be unwilling to offer such pricing flexibility. \u201cThey\n(local manufacturers) tend to feel that buying in bulk offers them no\nbenefit, and they still price it per unit. In my view, that\u2019s not fair,\u201d\nJoao asserted.<\/p>\n
Because local manufacturers stood firm on their usual per-unit market\npricing scheme, the company chose to seek alternatives abroad. India,\nthrough Tata Motors and Mahindra, presented an offer more sensible for\nthe Merah Putih Cooperative project\u2019s budget.
