Problems for the bureaucracy<\/p>\n

Despite some people's suggestion that the office of the state
\nminister of state administrative reforms be liquidated, I believe
\nthat the presence of this state minister's office is very
\nimportant, especially considering that the bureaucracy is facing
\na number of serious problem in the face of the major changes
\ntaking place in the country, such as:<\/p>\n
1. regional autonomy;<\/p>\n
2. the relocation of civil servants from conflict-ridden areas;<\/p>\n
3. the placement of civil servants from ministries that have been
\nliquidated or merged;<\/p>\n
4. the government's limited financial capability to finance the
\nbureaucracy;<\/p>\n
5. the transformation into and development of multifaceted
\npatterns of thought in the bureaucracy.<\/p>\n
With these conditions, the country needs a bureaucracy that
\ncan provide good service to the community, just like the
\nbureaucracy in some other countries. Given the present conditions
\nand problems, the State Civil Service Agency (BKN) and the
\nNational Institute of Administration (LAN) cannot handle the
\nbureaucracy properly by themselves. It would also be too strange
\nto leave this matter to the President.<\/p>\n
It is in this context that the office of the state minister of
\nstate administrative reforms may play a role in helping the
\nPresident exercise control over the ongoing changes. LAN and BKN
\nwill implement, not formulate, policies. Although some quarters
\nhave been suggesting that the President liquidate the above
\noffice, it is to be hoped that the President can see clearly the
\nulterior motive behind this suggestion.<\/p>\n
The liquidation of the office of the state minister of state
\nadministrative reforms will only give the impression that the
\nPresident has no empathy for the problem-embroiled bureaucracy.
\nFresh turmoil will ensue and new problems will arise
\nunnecessarily.<\/p>\n
