        "content": "<p>Problems for the bureaucracy<\/p>\n<p>From Media Indonesia<\/p>\n<p>Despite some people's suggestion that the office of the state<br>\nminister of state administrative reforms be liquidated, I believe<br>\nthat the presence of this state minister's office is very<br>\nimportant, especially considering that the bureaucracy is facing<br>\na number of serious problem in the face of the major changes<br>\ntaking place in the country, such as:<\/p>\n<p>1. regional autonomy;<\/p>\n<p>2. the relocation of civil servants from conflict-ridden areas;<\/p>\n<p>3. the placement of civil servants from ministries that have been<br>\nliquidated or merged;<\/p>\n<p>4. the government's limited financial capability to finance the<br>\nbureaucracy;<\/p>\n<p>5. the transformation into and development of multifaceted<br>\npatterns of thought in the bureaucracy.<\/p>\n<p>With these conditions, the country needs a bureaucracy that<br>\ncan provide good service to the community, just like the<br>\nbureaucracy in some other countries. Given the present conditions<br>\nand problems, the State Civil Service Agency (BKN) and the<br>\nNational Institute of Administration (LAN) cannot handle the<br>\nbureaucracy properly by themselves. It would also be too strange<br>\nto leave this matter to the President.<\/p>\n<p>It is in this context that the office of the state minister of<br>\nstate administrative reforms may play a role in helping the<br>\nPresident exercise control over the ongoing changes. LAN and BKN<br>\nwill implement, not formulate, policies. Although some quarters<br>\nhave been suggesting that the President liquidate the above<br>\noffice, it is to be hoped that the President can see clearly the<br>\nulterior motive behind this suggestion.<\/p>\n<p>The liquidation of the office of the state minister of state<br>\nadministrative reforms will only give the impression that the<br>\nPresident has no empathy for the problem-embroiled bureaucracy.<br>\nFresh turmoil will ensue and new problems will arise<br>\nunnecessarily.<\/p>\n<p>SRI WINARSIH<\/p>\n<p>Jakarta<\/p>",
