Problematic pupils at 50 city high schools: Study<\/p>\n
JAKARTA (JP): Students of at least 50 of the 600 senior high
\nschools in the capital, have been branded as problematic because
\nthey had engaged in brawls more than twice this year, a study
\nsays.<\/p>\n
Quoting an ongoing study by the city's public order office,
\nCity Councilor Romulus Sihombing of the city administration
\nCommission, said the number of such schools might increase by the
\nend of the year.<\/p>\n
The Commission chairman, M. Anan, revealed that 69 of 116
\ntechnical schools alone were involved in brawls last year, and
\nthat 12 students were killed in 215 brawls.<\/p>\n
The findings were revealed yesterday after a hearing between
\nthe Commission and the public order office staff.<\/p>\n
However, the head of the office, Kusaeni Budiantoro, declined
\nto talk to reporters. The study was conducted in cooperation with
\nYogyakarta's Gadjah Mada University.<\/p>\n
Councilors also declined to comment on the revelations by one
\nof the researchers, Riswandha Imawan, that a number of students
\nconfessed to having been paid for starting brawls. The payment,
\nwas by parties interested in buying schools. This could be made
\neasier if the area was judged unsuitable for studying activities,
\nhe said.<\/p>\n
\"We would need to seek further proof,\" Anan said, \"But even
\nwithout such influences these youngsters can be easily persuaded
\nto go brawling.\"<\/p>\n
Anan said that the figures showed Central Jakarta ranked
\nhighest with 35 brawls last year, followed by South Jakarta with
\n15.<\/p>\n
The study also found that Wednesdays, with 24 brawls last
\nyear, were the most popular day of the week for brawling,
\nfollowed by Thursdays, with 14.<\/p>\n
\"Maybe because the police guard schools on Fridays and
\nSaturdays, which are thought to be the best days for brawls. So
\nthe students fight on other days,\" Anan said.<\/p>\n
Most brawls happened when students leave school, from 11 a.m.
\nto 2 p.m., the study found.<\/p>\n
Anan said the meeting had repeated earlier recommendations to
\novercome brawls, such as enhancing school facilities like sports
\ngrounds.<\/p>\n
Schools frequently involved in brawls often lack sports
\ngrounds.<\/p>\n
\"The students take their energy out into the streets,\" Anan
\nsaid.<\/p>\n
He said a 10-day course for delinquent students, which was
\nstarted in the 1970s in Cibubur, managed by the city's social
\nand political directorate under the Ministry of Home Affairs,
\nshould be continued.<\/p>\n
Last year's military schools proved ineffective as teachers of
\ndelinquents were brought in to teach their own students.
\n\"Sometimes teachers found they came to only teach four boys,\"
\nAnan said.<\/p>\n
Romulus, representing the Indonesian Democratic Party faction,
\nsaid the faction recommended that a quarter of the city's budget
\nshould be allocated for education.<\/p>\n
This includes paying higher wages to teachers, often
