        "content": "<p>Probe on officials issuing illegal permits starts<\/p>\n<p>JAKARTA (JP): Deputy Governor for Administrative Affairs<br>\nIdroes said yesterday the governor had issued an instruction to<br>\ninvestigate officials responsible for issuing illegal permits in<br>\nKemang, South Jakarta.<\/p>\n<p>&quot;The governor&apos;s instruction not only applies to Kemang but<br>\nthroughout the city,&quot; Idroes said Wednesday.<\/p>\n<p>He said several offices were authorized to issue permits.<\/p>\n<p>&quot;But the officials should have known that permit issuance<br>\nshould be based on spatial plans. It is clear in the plans that<br>\nKemang is designated a residential area,&quot; Idroes said.<\/p>\n<p>He said officials who abused their authority in issuing<br>\npermits, would be punished, but he did not say what action would<br>\nbe taken.<\/p>\n<p>The head of the City&apos;s Inspectorate Office, Djoko<br>\nBrotosurjono, confirmed the instruction had been issued.<\/p>\n<p>Governor Surjadi Soedirdja issued an instruction on March 18<br>\nto have all Kemang building permits checked because many of the<br>\nbuildings on Kemang Raya had been turned into restaurants or<br>\nother businesses. The instruction said no new permits were to be<br>\nissued until everything was in order.<\/p>\n<p>A city rule says residential areas can have only 15 percent<br>\nnon-residential buildings, like medical practices.<\/p>\n<p>Surjadi had earlier said that the abuses of permits in Kemang<br>\nhad occurred partly because of the poor coordination and<br>\nsupervision of city officials. Businesses operating on temporary<br>\npermits are allowed to continue until their permits expire.<\/p>\n<p>So far 20 businesses have been closed. Most of them were<br>\noperating on housing permits and lacked other required permits. A<br>\nbusiness which serves food and plays music may need up to 40<br>\ndifferent permits from different offices.<\/p>\n<p>The Minister of Tourism, Post and Telecommunications Joop Ave<br>\nsaid the municipality should provide somewhere for the Kemang<br>\nbusinesses to move to. But the authorities have not yet replied.<\/p>\n<p>Several of the businesses that were given a week to move were<br>\nstill open.<\/p>\n<p>Mayor Pardjoko said his mayoralty would continue the operation<br>\ndespite the May 29 general election.<\/p>\n<p>&quot;We are continuing the check on building permits,&quot; he said.<\/p>\n<p>Pardjoko, who led the operation, said Monday that a delegation<br>\nrepresenting all businesses in Kemang had come to his office,<br>\nasking for time to get the necessary permits.<\/p>\n<p>&quot;I haven&apos;t answered yet. They have to follow the standard<br>\nprocedure,&quot; he said at City Hall.<\/p>\n<p>At least one business owner said he would sue the city. (ste)<\/p>",
