Probe on officials issuing illegal permits starts<\/p>\n
JAKARTA (JP): Deputy Governor for Administrative Affairs
\nIdroes said yesterday the governor had issued an instruction to
\ninvestigate officials responsible for issuing illegal permits in
\nKemang, South Jakarta.<\/p>\n
"The governor's instruction not only applies to Kemang but
\nthroughout the city," Idroes said Wednesday.<\/p>\n
He said several offices were authorized to issue permits.<\/p>\n
"But the officials should have known that permit issuance
\nshould be based on spatial plans. It is clear in the plans that
\nKemang is designated a residential area," Idroes said.<\/p>\n
He said officials who abused their authority in issuing
\npermits, would be punished, but he did not say what action would
\nbe taken.<\/p>\n
The head of the City's Inspectorate Office, Djoko
\nBrotosurjono, confirmed the instruction had been issued.<\/p>\n
Governor Surjadi Soedirdja issued an instruction on March 18
\nto have all Kemang building permits checked because many of the
\nbuildings on Kemang Raya had been turned into restaurants or
\nother businesses. The instruction said no new permits were to be
\nissued until everything was in order.<\/p>\n
A city rule says residential areas can have only 15 percent
\nnon-residential buildings, like medical practices.<\/p>\n
Surjadi had earlier said that the abuses of permits in Kemang
\nhad occurred partly because of the poor coordination and
\nsupervision of city officials. Businesses operating on temporary
\npermits are allowed to continue until their permits expire.<\/p>\n
So far 20 businesses have been closed. Most of them were
\noperating on housing permits and lacked other required permits. A
\nbusiness which serves food and plays music may need up to 40
\ndifferent permits from different offices.<\/p>\n
The Minister of Tourism, Post and Telecommunications Joop Ave
\nsaid the municipality should provide somewhere for the Kemang
\nbusinesses to move to. But the authorities have not yet replied.<\/p>\n
Several of the businesses that were given a week to move were
\nstill open.<\/p>\n
Mayor Pardjoko said his mayoralty would continue the operation
\ndespite the May 29 general election.<\/p>\n
"We are continuing the check on building permits," he said.<\/p>\n
Pardjoko, who led the operation, said Monday that a delegation
\nrepresenting all businesses in Kemang had come to his office,
\nasking for time to get the necessary permits.<\/p>\n
"I haven't answered yet. They have to follow the standard
\nprocedure," he said at City Hall.<\/p>\n
