Private cars' voluntary emission test starts<\/p>\n

The city administration introduced on Thursday the voluntary
\nemission test for private cars at 15 certified repair shops
\nacross the capital.<\/p>\n
\"For car owners who want to check the vehicular emission,
\nplease go to one of the 15 certified repair shops. If the
\nvehicular emission is good, they will receive a sticker and
\ncertificate from the shop,\" says Heru Sugiarto, a Swisscontact
\ntechnical consultant, who is taking part in the project.<\/p>\n
The car owner should pay between Rp 15,000 and Rp 30,000 for
\nthe test, which takes only a few minutes, according to Heru.<\/p>\n
The test is voluntary as the city is not ready, technically or
\nlegally, to fully check the two million cars in the city.<\/p>\n
\"We need some 200 repair shops so that they can serve two
\nmillion private cars in city and we also need a bylaw to oblige
\nall private cars to be checked,\" he told The Jakarta Post on
\nWednesday.<\/p>\n
He said that there was a gubernatorial decree on emissions
\ntesting, but it could not become a legal basis to oblige car
\nowners to check the vehicular emission.<\/p>\n
It is expected that by the end of the voluntary emission test
\nprogram, which will last for one year, there should be 200
\ncertified repair shops to perform the test.<\/p>\n
After a year, the program will be evaluated before determining
\nwhen such tests will be made mandatory.<\/p>\n
Eight agencies in the city administration are involved in the
\nissuance of certificates for the repair shops. The agencies
\ninclude the City Environmental Management Agency (BPLHD), the
\nCity Transportation Agency, the City Revenue Agency and the City
\nLegal Bureau.<\/p>\n
Emissions testing for public vehicles is mandatory but the
\nimplementation is marred by corruption, leaving the Jakarta air
\nheavily polluted by bus emissions among other things.<\/p>\n
