        "content": "<p>Prisoners' plan to bomb prison and escape thwarted<\/p>\n<p>JAKARTA (JP): The police have foiled the plans of five<br>\nprisoners to build a homemade bomb inside the Tangerang Prison<br>\nand use it to aid their escape.<\/p>\n<p>Tangerang Police deputy chief Comr. Ricky Wakanno said on<br>\nWednesday that the five prisoners were allegedly building the<br>\nbomb using material smuggled into prison, by the wife of one of<br>\nthe prisoners.<\/p>\n<p>\"They planned to detonate the explosive on April 20. With that<br>\ndiversion, they were hoping to escape prison,\" Ricky told The<br>\nJakarta Post.<\/p>\n<p>The bomb equipment was found hidden inside their cell on<br>\nTuesday night.<\/p>\n<p>Ricky identified the prisoners as embezzlement convict<br>\nSugiyanto, drug convict Sunardi and robbery convicts Deddy<br>\nSusanto, Sigit Harianto and Muhammad Iqbal.<\/p>\n<p>\"It was Deddy Susanto's wife who gradually smuggled in the<br>\nequipment to build the bomb with each visit she made to the<br>\nprison. Family members of Sugianto also helped by smuggling in<br>\nequipment.\"<\/p>\n<p>Ricky added that jail wardens who allowed Deddy's wife and<br>\nSugianto's family members to enter the prison unchecked, would<br>\nsoon be detained for questioning.<\/p>\n<p>\"The wardens are partly responsible for this,\" he said.<\/p>\n<p>He added that his detectives were already questioning<br>\nTangerang Prison chief warden Paulus Sugeng, and jail warden<br>\nRuslan.<\/p>\n<p>\"According to the prisoners, Deddy's wife had succeeded in<br>\nsmuggling in most of the bomb equipment, except for the explosive<br>\nmaterial itself ...  which she was intending to smuggle in either<br>\nthis week or the next.\"<\/p>\n<p>The confiscated bomb equipment included timers, batteries,<br>\nsome wiring, stove wicks, and bottles, which Ricky said, would<br>\nhave been assembled into Molotov cocktails.<\/p>\n<p>Ricky explained that at 11 p.m. on Tuesday, he received<br>\ninformation from Paulus Sugeng that some prison inmates of Block<br>\nC2 -- which is now being secured by police officers -- were going<br>\nto make a bomb.<\/p>\n<p>\"Paulus said that he got this information from some of the<br>\nprison inmates,\" Ricky said.<\/p>\n<p>\"Sugianto was the one making the bomb ... he told us that this<br>\nwas his first experience.<\/p>\n<p>\"He was actually transferred from the Salemba Penitentiary<br>\ninto Tangerang Prison, because he had made precisely the same<br>\nplan there, of blasting his way out of jail, during Christmas Eve<br>\nlast year.\"<\/p>\n<p>Ricky added that jail wardens in penitentiaries across Greater<br>\nJakarta seemed to be losing control over prisoners, and were<br>\neasily lured by money which rich prisoners provided wardens with,<br>\nin exchange for drugs and other perks inside prison, or even<br>\nfreedom.<\/p>\n<p>Last month, a prisoner was killed when hundreds of police were<br>\nattempting to quell a riot that broke out in Cipinang<br>\nPenitentiary in East Jakarta.<\/p>\n<p>The government-sanctioned National Commission on Human Rights<br>\n(Komnas HAM) was scheduled to carry out a nationwide inquiry into<br>\npenitentiaries and detention centers, to uncover the roots of<br>\nunrest in such institutions.<\/p>\n<p>There are 372 correctional institutions and detention centers<br>\nacross provinces nationwide, but the number of prisoners usually<br>\nexceed the capacity of the prison.
