        "content": "<p>Price of unhusked rice<\/p>\n<p>From Kompas<\/p>\n<p>Since publication in Kompas on Feb. 2, 1999, of a report on<br>\nthe drop in the price of unhusked rice, many responses have<br>\ncontinued to dwell on the bureaucratic procedure. In fact, the<br>\nbumper harvest is past now and we must, actually, talk about the<br>\noperational and technical aspect of how to purchase as much<br>\nunhusked rice as possible, how to dry it and how to prepare the<br>\nwarehouses to store it in.<\/p>\n<p>Therefore, allow me to propose to the Ministry of Cooperatives<br>\nand the State Logistics Agency (Bulog) that they should<br>\nimmediately provide adequate facilities to rural cooperative<br>\nunits and regional logistics agencies (Dolog) in harvest areas to<br>\nimplement the following scheme:<\/p>\n<p>First, Bulog purchases the national stocks of rice and<br>\nunhusked rice. Centers of rural village cooperatives (Puskud)<br>\nwill receive TMS unhusked rice with a water content level of<br>\nabout 17 percent to be stored in temporary warehouses.<\/p>\n<p>Second, this operation will be an additional activity (once<br>\nimplemented by Puskud as well as by Bulog), which will increase<br>\npurchases of unhusked rice from the farmers and prevent the price<br>\nof unhusked rice from sliding. Unless this is effected<br>\nimmediately, the price of unhusked rice between March and May<br>\n1999 will continue to drop despite the large amounts of money<br>\navailable. This will only adversely affect the farmers, who have<br>\nresorted to unsubsidized production facilities for their rice<br>\nproduction.<\/p>\n<p>In my opinion, KUD and Dolog, both frequently targets of<br>\ncriticism, are still irreplaceable by other agencies in dealing<br>\nwith purchases of unhusked rice from farmers in order to raise<br>\nthe floor price of unhusked rice during a bumper harvest. It<br>\nshould be noted that most farmers sell their unhusked rice at<br>\nharvest time so that the farmers' stocks of unhusked rice will<br>\nchange hands to the traders.
