        "content": "<p>The Press Council is maturing a proposal concerning the regulation of\njournalistic works within the Bill on Amendments to Law Number 28 of\n2014 on Copyright, in a bid to strengthen the press industry. The\ncouncil gathered input through a public hearing with various press\nconstituents at the Press Council Office in Jakarta on Thursday.<\/p>\n<p>Press Council Chairman Komaruddin Hidayat stated that the forum was\nan effort to ensure changes to copyright regulations can meet the new\nchallenges faced by the press industry in the era of digital platforms\nand artificial intelligence (AI). Journalistic works are the result of\nintellectual labour born through a professional process. Therefore,\naccording to the Press Council, journalistic works possess economic\nvalue that deserves legal protection, just like other intellectual\nworks.<\/p>\n<p>Various key ideas emerged during the forum, including the urgency of\nexplicitly defining journalistic works as a protected object within the\nCopyright Law. Additionally, there is a need for the recognition of the\neconomic rights of press companies over the journalistic works they\nproduce and publish, as well as clearer rules regarding the use of\njournalistic works by digital platforms, news aggregators, search\nengines, and AI.<\/p>\n<p>The forum also highlighted the increasingly widespread use of\njournalistic works as material for indexing, information aggregation,\ndisplaying news snippets, and training artificial intelligence models.\nThis practice is considered to have generated economic benefits for\nvarious parties, yet it has not been accompanied by a proportional\ncompensation mechanism for press companies and the creators of\njournalistic works.<\/p>\n<p>The forum also discussed the possibility of establishing a collective\nmechanism through a collective management organisation (LMK) to manage\nlicensing and the distribution of economic value from the use of\njournalistic works. This mechanism is seen as potentially an important\ninstrument to strengthen the bargaining position of the national press\nindustry in its interactions with global digital platforms and AI\ndevelopment companies.<\/p>\n<p>Conversely, he said, the regulation is directed at creating a\nhealthy, sustainable, and equitable information ecosystem. \u201cProtection\nof journalistic works ultimately protects not only press companies and\njournalists, but also safeguards the public\u2019s right to obtain quality\nand trustworthy information,\u201d he stated.<\/p>\n<p>Meanwhile, Chairman of the Press Council\u2019s Digital and Sustainability\nCommission, Dahlan Dahi, emphasised that the protection of journalistic\nworks applies only to commercial use. Non-commercial use remains\npermitted. \u201cFor example, if journalistic works are used for education,\nresearch, or academic study,\u201d said Dahlan.<\/p>\n<p>The Press Council\u2019s public hearing was attended by the Indonesian\nJournalists Association (PWI), the Alliance of Independent Journalists\n(AJI), the Press Companies Union (SPS), Indonesian Photojournalists\n(PFI), the Indonesian National Private Radio Broadcasting Association\n(PRSSNI), the Indonesian Local Television Association (ATVLI), the\nIndonesian Private Television Association (ATVSI), the Indonesian Cyber\nMedia Association (AMSI), and the Indonesian Cyber Media Network (JMSI).\nAlso present were the Press Legal Aid Institute (LBH Pers) and the\nCommittee on the Responsibility of Digital Platform Companies to Support\nQuality Journalism (KTP2JB). The Press Council stated that the input\nobtained in the forum will serve as material to refine proposals to the\ngovernment and the House of Representatives (DPR) during the\ndeliberation of the Copyright Bill.<\/p>",
