Media Indonesia's editorial of May 9 seems to belittle the
\nsignificance of Golkar's efforts to limit the presidential post
\nto two terms only. It seems as if Golkar only parroted what
\nstudents voiced during their demonstrations.<\/p>\n
If the People's Consultative Assembly (MPR) approved a limit
\non the presidential term of office, it would have a far-reaching
\nimpact. One consequence would be that, theoretically, the power
\ncentered in the hands of the President would be limited. However,
\nwe hope that a change for the better will take place in a
\nconstitutional way. The 1945 Constitution actually allows a
\nchange for the sake of improvement, but narrow-minded leaders
\nhave restricted such provision because they want to maintain
\ntheir status quo as long as possible.<\/p>\n
A new national consensus should have provisions as follows:<\/p>\n
* The preamble of the 1945 Constitution should not be changed.<\/p>\n
* The presidential term of office should be limited to two. And
\npresidential prerogative rights should obtain the approval of the
\nother supreme institutions: the House of Representatives (DPR)
\nand the Supreme Advisory Council (DPA).<\/p>\n
* All members of the DPR and the MPR should be elected and not
\nappointed.<\/p>\n
All the above mentioned changes should be immediately done
\nthrough MPR decrees. Consequently, and for this purpose, the MPR
\nmust convene an extraordinary session.<\/p>\n
