        "content": "<p>Preservation laws need amending<\/p>\n<p>JAKARTA (JP): One difficulty in preserving historical sites<br>\nwas that city rules were limited to maintaining buildings but not<br>\nthe buildings&apos; environment, the head of the city&apos;s architectural<br>\nteam said.<\/p>\n<p>The Bandung Institute of Technology&apos;s M. Danisworo, addressing<br>\na town renovation workshop Thursday, said this was evident in the<br>\npreservation of the Menteng area, Central Jakarta.<\/p>\n<p>Commercial activities entering Menteng were slowly changing<br>\nthe elite residential area&apos;s 1920s architecture, he said.<\/p>\n<p>The buildings once housed Dutch colonial government employees<br>\nwho worked in nearby government buildings.<\/p>\n<p>What Menteng needed was the preservation of its buildings and<br>\ntheir environment, Danisworo said.<\/p>\n<p>Menteng must be preserved as a residential area while<br>\nfunctioning as a transition area to the commercial areas along<br>\nJl. M.H. Thamrin, Jl. Wahid Hasyim and Jl. Cikini Raya, he said.<\/p>\n<p>Traffic was getting heavier on Menteng&apos;s residential roads,<br>\nthe architect said.<\/p>\n<p>&quot;This will eventually lead to large-scale non-residential<br>\nbuildings,&quot; Danisworo said.<\/p>\n<p>Open space in Menteng like parks were still functioning but<br>\nhad physically degraded, he said.<\/p>\n<p>The rapid development of Menteng&apos;s surroundings meant there<br>\nwas a need to divide Menteng into three areas, Danisworo said.<\/p>\n<p>These should be a core area displaying Menteng&apos;s<br>\ncharacteristics, a supporting area with minimal economic<br>\nactivities and a transition area where economic activities were<br>\nallowed.<\/p>\n<p>&quot;This area should be Menteng&apos;s borderline. It would be allowed<br>\nto accommodate economic needs but these needs must be kept away<br>\nfrom the supporting and core area,&quot; Danisworo said.<\/p>\n<p>Such efforts needed public and private sector cooperation, he<br>\nsaid.<\/p>\n<p>The workshop ended yesterday after participants toured<br>\npreserved sites in Jakarta.<\/p>\n<p>The city&apos;s renovation agency and the private Tarumanegara<br>\nuniversity organized the talks which began Wednesday.<\/p>\n<p>The aim was for people from 12 Indonesian cities to share<br>\ntheir experiences in preserving old sites.
