Prerequisites for investment<\/p>\n
U.S. Finance Secretary Lawrence Summers has suggested that the
\n(Indonesian) government give priority to the establishment of
\nthis country's macroeconomic stability. This is an expansive
\nconcept because it covers not only matters of a purely economic
\nnature, but it also seeks to help prevent seeds of unrest from
\ndeveloping through economic measures.<\/p>\n
Foreign investment is highly needed because it is expected to
\nhelp our economic recovery. The government, however, has doubts
\nabout the origins of the capital involved. The funds, after all,
\ncould be part of the money owned by conglomerates that flowed out
\nof the country some time ago. The point is, it would be highly
\nironical if those funds should be used to buy out companies sold
\nby the Indonesian Bank Restructuring Agency (IBRA), given their
\nowners' still outstanding bad debts to Indonesian private and
\nstate banks.<\/p>\n
Aside from such considerations, however, good facilities,
\nsecurity and a conducive environment for businesses to operate in
\nare prerequisites for attracting foreign investment. These are
\nthe conditions that must be established. Therefore, the
\ndetermination of the authorities to act firmly in this respect
\nare appropriate.<\/p>\n
