Preparing for free trade<\/p>\n
In anticipating the coming free trade era our big businesses
\nneed to be reminded that most of the facilities and regulations
\nthat have enabled them to grow so rapidly will be abolished. To
\nprepare them for such a situation the government must continue
\nits policy of deregulation. The regulations that have helped them
\ngrow must be phased out.<\/p>\n
In the case of our intermediate and small scale businesses,
\nhowever, it is the other way around. They lack adequate capital,
\nemploy modest technology, their production methods are
\ntraditional, their human resources are of low quality, they lack
\naccess to the market information network and are often located
\nfar from an adequate transportation network.<\/p>\n
Under such conditions the competition of the free trade era
\nwould surely crush them. In order to make them more seasoned and
\ncapable of playing a role in the competitive world of the future
\nthey must be assisted by being provided with facilities and
\nbeneficial policies -- in other words, by regulation. The
\nfacilities provided could help them grow strong enough to compete
\nunder free trade.<\/p>\n
Big businesses as well as intermediate size and small scale
\nones need to be made ready -- by deregulation for the big ones
\nand by regulation for the intermediate-scale and small ones.<\/p>\n
