        "content": "<p>Preferential given to small firms<\/p>\n<p>JAKARTA (JP): Tenders for all municipal government projects<br>\nworth under Rp 200 million would be offered exclusively to less<br>\ncapitalized enterprises as of this April, an official of the pre-<br>\nqualification committee said yesterday.<\/p>\n<p>Rozali, the general secretary of the committee, told reporters<br>\nthat the rule would apply to all projects, whether financed out<br>\nof the city's development budget or out of routine budgets.<\/p>\n<p>The move follows a presidential ruling that requires that the<br>\ngovernment help promote small enterprises by giving them priority<br>\nin tenders for development projects, he said.<\/p>\n<p>The city was now inviting all small enterprises to enlist with<br>\nthe committee so that they could take part in the pre-qualification<br>\nprocess for the tender of various city projects and also of those<br>\noffered by state companies within the boundaries of Jakarta, he<br>\ntold the Antara news agency.<\/p>\n<p>The city recognizes two categories of small enterprises: those<br>\nin trade, services and distribution whose assets are less than Rp<br>\n100 million; and those in construction and manufacturing whose<br>\nassets are less than Rp 400 million.<\/p>\n<p>Rozali said that only enterprises owned by \"pribumi\"<br>\n(indigenous people) qualified, even though this stipulation was<br>\nnot contained in the regulation.<\/p>\n<p>The pre-qualification committee will look into the composition<br>\nof companies' boards of commissioners and directors in<br>\ndetermining whether a company qualified for the 'small<br>\nenterprise' category, he said.<\/p>\n<p>A company wishing to be included in future tenders must have<br>\nobtained both an ordinary registration number (TDR C2) and a<br>\nspecial registration number (TDR GEL). With these two<br>\nregistrations they would be entitled to bid for projects worth<br>\nbetween Rp 15 million and Rp 200 million, Rozali said.<\/p>\n<p>The municipal office has so far received only 2,100<br>\napplications for the special registration since it had become<br>\navailable last November, he said.<\/p>\n<p>\"This is far too small a number seeing that the latest<br>\nMunicipal Office data shows that there must be at least 8,000<br>\nsmall contractors and 18,000 suppliers of goods and services<br>\nwhich qualify as small enterprises,\" Rizal said.
