He stated that several ongoing projects are\nbeing financed through creative financing schemes, such as the floor\narea ratio (KLB) mechanism and cooperation with the private sector.<\/p>\n<p>\u201cMany people have asked me, \u2018Why is the KLB possible?\u2019 Because there\nis trust. Because there is trust from business actors,\u201d Pramono said\nduring a gathering of the DPRD DKI Jakarta with members of the DPR RI\nand DPD RI for the Jakarta electoral district on Thursday\n(30\/7\/2026).<\/p>\n<p>According to Pramono, this trust has enabled the Jakarta Provincial\nGovernment to invite the private sector to fund a number of public space\nand infrastructure projects without using the APBD. He cited the\nrevitalisation of Taman Semanggi, which cost approximately Rp 135\nbillion, as an example. The project, he said, was entirely funded by a\nprivate partner.<\/p>\n<p>\u201cFor example, Semanggi. The name remains Taman Semanggi, just with\nthe addition of \u2018by\u2019 the company name. With just that, they paid Rp 135\nbillion and it will change the face of Taman Semanggi,\u201d he said.<\/p>\n<p>Furthermore, Pramono mentioned that the construction of a pedestrian\ntunnel connecting the Bundaran HI area with the MRT network was also\ncarried out without APBD funds. Similarly, the construction of a\npedestrian walkway in the Dukuh Atas area, which will integrate six\nmodes of transportation\u2014the Jakarta LRT, Jabodebek LRT, KRL Commuter\nLine, airport train, TransJakarta BRT, and regular TransJakarta\nservices\u2014is also being funded outside the APBD. The project is valued at\naround Rp 350 billion.<\/p>\n<p>Pramono explained that this alternative funding strategy is pursued\nso that the APBD can be focused on financing programmes that directly\nbenefit the public. \u201cWhat is the APBD for? For KJP, KJMU, education,\nhealth, social assistance,\u201d he said.<\/p>\n<p>He added that the creative financing scheme is also applied through\nthe granting of naming rights to a number of public facilities,\nincluding TransJakarta bus stops.
