Jakarta Governor Pramono Anung has stated he does not intend to blame Public Facilities and Infrastructure Handling Officers (PPSU) for the alleged AI-manipulated photo in a Jakarta Kini (JAKI) app report, emphasising that field officers are unlikely to have been involved in the technological manipulation. He has directed the Jakarta Inspectorate to investigate and identify those responsible for creating and uploading the fabricated image, amid an ongoing probe involving the Kalisari sub-district head and other parties. The incident, which involved a report on illegal parking, has prompted an apology from the sub-district head and a warning sanction for the involved PPSU officer, highlighting the need for better oversight in digital reporting systems to prevent recurrence.

Jakarta Governor Pramono Anung has emphasised that he does not wish
to blame Public Facilities and Infrastructure Handling Officers (PPSU)
in the case of an alleged manipulation of a photo using artificial
intelligence (AI) in a report on the Jakarta Kini (JAKI)
application.

Pramono stated that the Jakarta Inspectorate is currently conducting
an in-depth investigation into several parties.

“Now, the Inspectorate is carrying out an in-depth probe, both to the
Kalisari sub-district head, then the PPSU officers, and then the
relevant sub-district office. Everything will certainly be uncovered in
due time,” Pramono said at Jakarta City Hall in Central Jakarta on
Tuesday (7 April 2026).

He assessed that it is unlikely that the field officers were directly
involved in the AI technological manipulation.

“If we then blame the PPSU, that won’t do either; the PPSU officers
are certainly not the ones who carried out or manipulated the AI,” he
said.

He asked the Inspectorate to focus on finding the parties who created
and uploaded the engineered photo into the JAKI system.

“What I am asking to be investigated in depth is to find out who
carried out the AI manipulation and who uploaded it,” Pramono
stated.

Although the Kalisari sub-district head has issued an apology for the
incident, Pramono assured that the examination process will
continue.

Previously, Kalisari sub-district head Siti Nurhasanah admitted to
the upload of a follow-up photo for a citizen’s report that was
suspected to be an AI fabrication.

She stated that the PPSU officer who uploaded the photo had been
given a first written warning (SP1) and asked not to repeat the
action.

“The officer in question has been given an SP1 and has made a
statement not to repeat the action,” Siti said in an official statement
on Monday (6 April 2026).

Siti explained that at the time, the PPSU officer was following up on
a community report regarding illegal parking that had come through
JAKI.

However, in the process, the officer uploaded a photo suspected to be
fabricated. She revealed that handling illegal parking is usually
carried out jointly with the Civil Service Police Unit (Satpol PP) or
PPSU officers.

“We will discuss this issue together to ensure it does not happen
again in the future,” she said.
",
