        "content": "<p>Jakarta Governor Pramono Anung Wibowo has revealed that the differing\ncapabilities and budgets of each regional government are the reasons why\nthe central government has not yet approved the issuance of regional\nbonds, including for Jakarta.<\/p>\n<p>\u201cThis means that whatever we do as an alternative for creative\nfinancing, I realise that the central government has not approved it at\nthis time. Why? Because not all regions have a budget like DKI Jakarta,\u201d\nPramono said when met at City Hall on Wednesday.<\/p>\n<p>Pramono stated that this policy relates to the ability of regional\ngovernments to manage and meet budgetary obligations if they issue\nregional bonds as a form of non-APBD creative financing.<\/p>\n<p>According to him, the financial condition of Jakarta differs from\nseveral other regions because its regional budget has been managed in an\norderly and neat manner.<\/p>\n<p>\u201cFor Jakarta, and I do not mean to boast, because the budget is\nalready managed in an orderly and neat manner, these bonds could serve\nas a reinforcement for the Jakarta Provincial Government.<\/p>\n<p>\u201cPerhaps for some other provincial regions, these bonds should not be\nused to obtain budget or creative financing if the budget itself is\nunable to cover the obligations,\u201d he explained.<\/p>\n<p>Pramono said that his experience of almost 15 years in the central\ngovernment has allowed him to understand the directives and policies of\nthe central government regarding the issuance of regional bonds.<\/p>\n<p>Therefore, he stated that the Jakarta Provincial Government will\ncomply with whatever decision the central government makes regarding\nbond issuance.<\/p>\n<p>\u201cIf we receive permission, we will proceed; if not, then so be it.\nThe Jakarta Provincial Government will practice \u2018sami\u2019na wa ato\u2019na\u2019 (we\nhear and we obey). We will follow whatever the decision of the central\ngovernment is,\u201d said Pramono.<\/p>",
