        "content": "<p>Government Regulation No.\u00a017 of 2025, or PP TUNAS, will come into\nfull effect from March next. Implementation regulations through\nministerial decrees are currently being drafted.<\/p>\n<p>Several industry associations have voiced concerns about the\nregulation. Among them is the Indonesian E-commerce Association (iDEA),\nwhich presented findings from discussions held in February.<\/p>\n<p>iDEA Chairman Hilmi Adrianto said the proposed regulations restrict\naccess to nearly all digital services. He highlighted that the proposed\nrisk assessment framework would classify nearly all digital services as\nhigh-risk without considering the protective measures already\nimplemented by individual platforms.<\/p>\n<p>\u201cWe believe this risk classification mechanism needs further\nelaboration, and this automatic high-risk labelling also needs further\nreview to ensure equal treatment across platforms,\u201d Hilmi said during a\nmedia briefing on 27 February, as reported by CNBCIndonesia.com.<\/p>\n<p>Additionally, age verification lacks clear and uniform technical\nstandards. Ultimately, he argued, this will create privacy and data\nsecurity risks, increase compliance costs, and create system\nfragmentation across platforms.<\/p>\n<p>Hilmi stressed that age verification should create a safer digital\nenvironment, not merely exclude children from platforms.<\/p>\n<p>\u201cIf implemented uniformly, this regulation could certainly restrict\nteenagers\u2019 access to communication, education, and digital transaction\nservices that have already become part of their daily activities,\u201d he\nexplained.<\/p>\n<p>Impact on Indonesia\u2019s Digital Economy<\/p>\n<p>Hilmi also highlighted disproportionate administrative burdens. The\ndigital sector will face additional obligations including\nself-assessment, risk reporting, and supervisory authority requirements,\nas well as potential access restrictions for teenagers.<\/p>\n<p>This situation could also hinder innovation and growth of Indonesia\u2019s\ndigital economy.<\/p>\n<p>\u201cThis situation could actually hinder existing innovation, slow the\ngrowth of Indonesia\u2019s digital economy, and reduce investment in the\ndigital sector,\u201d he said.<\/p>\n<p>Modantara (Indonesian Digital Mobility and Delivery Association)\nExecutive Director Agung Yudha said that if digital economy regulations\nlack clear risk-based assessments, they will create legal uncertainty\nand overall protection uncertainty.<\/p>\n<p>\u201cThis will create uncertainty because legal certainty is one factor,\nand consistency of implementation is also an important factor regarding\nbusiness decisions to invest in a market. This will certainly add\nobstacles or challenges,\u201d Agung said.<\/p>\n<p>Indonesian Chamber of Commerce and Industry (Kadin) Deputy Secretary\nGeneral for Communication and Informatics Firlie Ganinduto urged\nauthorities to consider the regulation\u2019s impacts and implications on all\nstakeholders in the ecosystem, including business operators who will\nimplement it and play important roles.<\/p>\n<p>\u201cWe must pay attention to these matters, and we want to emphasise\nthat every regulation issued by the government, especially this digital\nregulation, must be implementative and adaptive,\u201d Firlie said.<\/p>\n<p>Launched by Prabowo<\/p>\n<p>Government Regulation No.\u00a017 of 2025 on Child Protection in\nElectronic System Governance (PP TUNAS), signed on 28 March 2025 and\neffective from 1 April 2025, was announced directly by President Prabowo\nSubianto at the Presidential Palace.<\/p>\n<p>The regulation requires every Electronic System Operator (ESO) to\nfilter harmful content, provide easily accessible reporting mechanisms,\nand ensure rapid and transparent remediation processes.<\/p>\n<p>One important aspect of PP TUNAS is the classification of age groups\nand platform risk levels. The Communication and Digital Ministry\nregulates restrictions on children\u2019s access to applications on mobile\ndevices and social media based on low, medium, and high-risk\ncategories.<\/p>\n<p>The following are ESO obligations under PP TUNAS:<\/p>\n<ul>\n<li><p>Filter harmful content for children<\/p><\/li>\n<li><p>Provide easily accessible reporting mechanisms<\/p><\/li>\n<li><p>Conduct rapid and transparent remediation<\/p><\/li>\n<li><p>Implement user age verification to prevent exposure to negative\ncontent<\/p><\/li>\n<li><p>Implementation will occur in stages with a two-year adjustment\nperiod.<\/p><\/li>\n<\/ul>\n<p>The following are website and application categories under PP\nTUNAS:<\/p>\n<ul>\n<li><p>Below 13 years: may only access fully safe platforms, such as\neducational websites or children\u2019s platforms<\/p><\/li>\n<li><p>13-15 years: may access platforms with low to medium\nrisk<\/p><\/li>\n<li><p>16-17 years: may access high-risk platforms, but must have\nparental guidance<\/p><\/li>\n<li><p>18 years and above: may independently access all platform\ncategories<\/p><\/li>\n<\/ul>\n<p>However, PP TUNAS does not explicitly specify which applications fall\nunder low, medium, or high-risk categories.
