        "content": "<p>President Prabowo urged civil servants not to act on their own in the\ngovernment he leads, instructing them not to initiate beyond the\ndirectives of the president and ministers.<\/p>\n<p>The former Defence Minister argued that the problem arises when\nleadership has already set a policy but additional rules emerge at lower\nlevels, describing such initiative as a form of disordered\nbureaucracy.<\/p>\n<p>The Gerindra Party chairman delivered the instruction during a speech\nin the plenary session of the House of Representatives (DPR) on\nWednesday, 20 May 2026, saying: \u2018Do not take too many initiatives. The\npresident\u2019s orders, the ministers\u2019 orders are already there; at the\nlower levels they come up with more,\u2019 at the MPR\/DPR\/DPD Building in\nJakarta.<\/p>\n<p>Prabowo alleged that bureaucrats acting independently could be doing\nso to extort and disrupt entrepreneurs seeking licences in Indonesia,\nresulting in slow licensing processes.<\/p>\n<p>He contrasted Indonesia\u2019s licensing duration with neighbouring\ncountries, noting: \u2018If Malaysia can issue licences in two weeks, why do\nours take two years? Shameful!\u2019<\/p>\n<p>He described some non-compliant bureaucrats as deep-state actors or a\nstate within a state, arguing they feel immune because they can remain\nwithin the bureaucracy even as presidents and ministers change through\nelections.<\/p>\n<p>Prabowo urged ministers to be vigilant, saying: \u2018I remind all\nministers to discipline your bureaucracy downwards.
