The policy is directed\ntowards bolstering the foundations of the national economy through the\nprocessing of natural resources domestically.<\/p>\n<p>The President conveyed this during the groundbreaking of Phase II of\nthe national downstreaming project at Refinery Unit IV in Cilacap,\nCentral Java, on Wednesday (29 April 2026). The event marks the launch\nof 13 strategic downstreaming projects across sectors, with an\ninvestment value of around Rp 116 trillion, encompassing the energy,\nminerals, and agriculture sectors.<\/p>\n<p>\u201cDownstreaming is the only way for us to become more prosperous,\u201d\nsaid Prabowo, quoted on Thursday (30 April 2026).<\/p>\n<p>He explained that the downstreaming initiative forms part of efforts\nto strengthen the development foundations laid by previous leaders. The\nprocess is viewed as a long journey in building national economic\nstrength based on added value.<\/p>\n<p>In his address, Prabowo also highlighted global dynamics affecting\nthe national economy. He stressed the importance of nationalism, unity,\nand love for the homeland as the basis for strengthening national\nresilience.<\/p>\n<p>\u201cThe only path to a successful national resurgence is nationalism,\nlove for the homeland, and national unity,\u201d stated the President.<\/p>\n<p>The Head of State then touched on the long history of exploitation of\nthe Nusantara\u2019s natural resources by foreign powers. Indonesia\u2019s natural\nwealth is considered the primary reason for the arrival of foreign\nnations over hundreds of years ago. In this context, the courage to\nmanage and process natural resources domestically is a prerequisite for\nthe nation to overcome backwardness.<\/p>\n<p>Without such steps, natural wealth will not provide optimal welfare\nfor the people. Therefore, downstreaming is positioned as the primary\ninstrument to ensure added value is enjoyed domestically, rather than\nstopping at raw material exports. \u201cContinuously study technology. Look\nat it mathematically, mathematically,\u201d said Prabowo.<\/p>\n<p>This Phase II groundbreaking encompasses 13 strategic projects,\ncomprising five in the energy sector, five in the minerals sector, and\nthree in the agriculture sector.
