        "content": "<p>PPP wants government regulations annulled<\/p>\n<p>JAKARTA (JP): The United Development Party (PPP)&apos;s Jakarta<br>\nchapter and PPP faction on the city council urged the Supreme<br>\nCourt on Wednesday to declare null and void two government<br>\nregulations that curtail the council&apos;s authority over the city&apos;s<br>\naffairs.<\/p>\n<p>PPP Jakarta chapter chairman Djafar Badjeber called a media<br>\nconference to explain that Government Regulation (PP) No. 108 on<br>\nthe accountability of local administrations and Government<br>\nRegulation No. 110 on the financing of local legislative councils<br>\nran contrary to statute law, particularly Law No. 22\/1999 on<br>\nregional administration.<\/p>\n<p>Djafar told the media conference at the city council building<br>\non Wednesday that many articles in both regulations contravened<br>\nthe spirit of regional autonomy.<\/p>\n<p>He claimed that the appointment and dismissal of a regional<br>\nadministration&apos;s chief executive and his deputies should fall<br>\nwithin the domain of the regional council concerned rather than<br>\nthe President.<\/p>\n<p>Djafar also expressed his disagreement with the intrusion of<br>\nthe State Officials&apos; Wealth Audit Commission (KPKPN) into the<br>\nlocal administrations&apos; affairs.<\/p>\n<p>He noted that there was no single law stipulating that the<br>\nKPKPN should be involved in the appointment or dismissal of a<br>\nregional administration head.<\/p>\n<p>But, he refused to say whether his appeal to the Supreme Court<br>\nhad something to do with the council&apos;s refusal to return the<br>\nwealth-declaration forms issued by the KPKPN to the councilors.<\/p>\n<p>A battle of words has erupted between KPKPN officials and the<br>\ncouncilors over the making public of the councilors&apos; wealth. The<br>\nKPKPN argues that the councilors are required by law to declare<br>\ntheir wealth.<\/p>\n<p>However, the councilors have rejected this argument saying<br>\nthat they are not state officials and therefore are not required<br>\nto declare their wealth to the KPKPN.
