PPP upset over Golkar promotion<\/p>\n
SEMARANG (JP): The United Development Party's (PPP) Central
\nJava branch upped the ante in the controversy over the promotion
\nof Golkar district chiefs, as it hinted that it may in turn
\nreward city mayors who helped PPP win in the May election.<\/p>\n
Two PPP legislators, Saifuddin Bongklin and Solichin of the
\nCentral Java legislative council, criticized Governor Suwardi's
\nactions yesterday and said if he continues with the
\n\"discriminative\" promotion plan, PPP will also reward officials
\nwho helped their party win during the election.<\/p>\n
\"There's a big possibility that Central Java PPP may reward
\nthe Mayor of Pekalongan, as well as district and subdistrict
\nchiefs, in the area where more votes were gained for PPP than
\nGolkar or PDI (Indonesian Democratic Party) in the 1997 general
\nelection,\" Solichin said.<\/p>\n
He did not reveal what kind of reward would be given.<\/p>\n
Governor Suwardi has been severely criticized for his plan to
\ngrant a three-grade civil servant promotion, from IIIB to IVA, to
\ndistrict chiefs whose districts gained a 90 percent or more share
\nof votes for Golkar.<\/p>\n
Suwardi has shrugged off the criticism and remains adamant
\nabout pushing ahead with the plan.<\/p>\n
Legislator Saifuddin said the governor should not be
\ndiscriminative, arguing that if such promotions were granted,
\nthen district chiefs who won for PPP and PDI should also be
\npromoted.<\/p>\n
\"If he only pays attention to Golkar, then the plan is clearly
\nunfair and only creates hypocrisy,\" Saifuddin remarked.<\/p>\n
Exasperation was most evident in a reaction from a Diponegoro
\nUniversity lecturer in Semarang.<\/p>\n
\"Let him do it. If the governor wants to raise a district
\nchief's rank to minister, just let him do what he wants!\" Yudino
\nsaid, full of sarcasm. \"You can interpret my comments as being
\nfull of frustration and aggravation.\"<\/p>\n
He pointed out that under normal circumstances, such a
\npromotion could take up to 12 years.<\/p>\n
\"Usually you'd have to work for about 12 years before
\nreceiving the same kind of promotion. Even for the highest-
\nachieving civil servants, it would take at least six years,\" he
\nsaid. \"I can't understand the logic behind the governor's
