        "content": "<p>PPP questions SGS contract<\/p>\n<p>JAKARTA (JP): The Moslem-dominated United Development Party<br>\nfaction at the House of Representatives yesterday called on the<br>\ngovernment to thoroughly evaluate its contract with the Geneva-<br>\nbased Societe Generale de Surveillance (SGS).<\/p>\n<p>\"The results of the evaluation are very important for the<br>\ndeliberation of the custom bill,\" the faction's spokesman,<br>\nMuhammad Djafar Siddiq, said after deliberating bills on customs,<br>\nexcise and stock markets.<\/p>\n<p>Djafar said the contract with SGS, which has been renewed<br>\nseveral times since 1985, has been continued for too long and has<br>\ncost the government some Rp 2.5 trillion (US$1.1 billion).<\/p>\n<p>\"The PPP faction has to ask the government what the real<br>\nreasons were when it changed from an on-arrival inspection to a<br>\npre-shipment inspection system 10 years ago,\" Djafar said.<\/p>\n<p>Pre-shipment inspection has become an issue since the Econit<br>\nAdvisory Group suggested that the government stop the contract<br>\nwith SGS and give more customs power to the country's Directorate<br>\nGeneral of Customs and Excise.<\/p>\n<p>Earlier this year, Minister of Finance Mar'ie Muhammad said at<br>\na recent hearing with the House's budgetary commission that the<br>\ngovernment might transfer what SGS had done thus far to a local<br>\nsurveyor company, either PT Surveyor Indonesia or PT Sucofindo,<br>\nand use SGS as a technical assistant only.<\/p>\n<p>The government does not state clearly either pre-shipment or<br>\non-arrival inspections in the bill, which, Djafar said, will give<br>\nthe government the freedom to decide which is more suitable.<\/p>\n<p>\"It is enough just to state in the customs bill that there<br>\nmust be customs inspections,\" Djafar conceded.<\/p>\n<p>All four House factions -- PPP, the ruling Golkar party, the<br>\nIndonesian Democratic Party and the Armed Forces -- agree that<br>\nthe presentation of the three bills is timely, especially now<br>\nthat Indonesia is entering the era of trade globalization.
