Indonesia's Minister of Communication and Digital, Meutya Hafid, has emphasised that the government will not tolerate digital platforms failing to comply with the new Government Regulation No. 17 of 2025 on Child Protection in Electronic System Governance, effective from today. While platforms like X and Bigo Live have fully complied, and TikTok and Roblox are partially cooperative, others including Facebook, Threads, Instagram, and YouTube remain non-compliant, facing potential sanctions such as warnings, temporary access suspensions, or full disconnections. This regulation underscores Indonesia's commitment to universal, non-discriminatory child protection in the digital space, with strict enforcement measures to ensure all operating entities adhere to national laws.

Jakarta (ANTARA) - Minister of Communication and Digital (Menkomdigi)
Meutya Hafid has emphasised that the Indonesian government will not
compromise with digital platforms that fail to comply with the mandate
to protect children in the digital space, in line with Government
Regulation No. 17 of 2025 on Child Protection Governance in the
Administration of Electronic Systems (PP Tunas). “The government has
instructed all digital platforms operating in Indonesia to immediately
align their products, features, and services with applicable
regulations. There is no compromise on compliance, and every business
entity operating in Indonesia is obliged to comply with Indonesian
laws,” Meutya stressed at the Ministry of Communication and Digital
office in Central Jakarta on Friday evening. On that occasion, Meutya
also expressed appreciation to two digital platforms, X and Bigo Live,
for their full compliance with PP Tunas. She also welcomed platforms
TikTok and Roblox, which are categorised as partially cooperative with
PP Tunas. Meanwhile, four other platforms—Facebook, Threads, Instagram,
and YouTube—still do not meet the requirements of PP Tunas. PP Tunas
takes effect from 28 March 2026, and every digital operating business
entity is required to comply with the provisions of the regulation. The
Minister further stated that digital platforms should not differentiate
in adhering to rules that protect children anywhere in the world. Just
as digital platforms roll out features globally, compliance with
protecting children in the digital space should be applied without
discrimination. “We ask platforms to fully uphold the principle of the
child, namely universality and non-discrimination. So there should be no
differentiation ‘that child protection rules in one country are
followed, but in another country they are not’,” said Meutya. The
Minister believes that with the principle of universality, digital
platforms operating in Indonesia can meet basic compliance in protecting
children in the digital space. The government continues to urge digital
platforms that have not yet met the PP Tunas requirements to immediately
follow the applicable rules. If this is not complied with, Meutya
assured that in the future, the government will firmly take action
against digital platforms in line with Indonesian legislation, referring
to the PP and Ministerial Regulations that have binding legal force.
“The government has the authority to take enforcement steps in
accordance with legal regulations, including the imposition of
sanctions,” Meutya stressed. In Ministerial Regulation of Communication
and Digital No. 9 of 2026 as the implementing regulation of PP Tunas, it
is explained that some applicable sanctions for platforms that do not
comply with the rules include administrative sanctions in the form of
warning letters, temporary access suspension, up to access termination.
This regulation takes effect from 28 March 2026, limiting children from
high-risk digital platforms, particularly for its initial implementation
applying to eight digital platforms: YouTube, TikTok, Facebook, Threads,
Instagram, X, Bigo Live, and Roblox.
",
