        "content": "<p>&apos;Power law must be annualled&apos;<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>A coalition of non-governmental organizations (NGOs) filed a<br>\npetition with the Supreme Court on Monday to annul the 2001<br>\nelectricity law.<\/p>\n<p>The coalition said the law must be annulled because it<br>\nviolates the spirit of the 1945 Constitution.<\/p>\n<p>The NGOs also said the law was invalid because the House of<br>\nRepresentative failed to meet a quorum at the plenary session in<br>\nwhich the law was endorsed in September 2001.<\/p>\n<p>The coalition consists of the Association of Legal Advisers<br>\nand Human Rights in Indonesia (APHI), the Indonesian Legal Aid<br>\nFoundation (PBHI) and the 324 Foundation.<\/p>\n<p>Dorma Sinaga, the chairman of APHI, said the electricity law<br>\n&quot;grossly&quot; violated the spirit of the Constitution by endorsing<br>\nfree-fight competition in the country&apos;s electricity sector.<\/p>\n<p>According to him, the Constitution rules that the electricity<br>\nsector is public property. As such, it must be controlled by the<br>\ngovernment for the maximum benefit of the people and should not<br>\nfall into private hands.<\/p>\n<p>According to the coalition, the endorsement of the law was<br>\ninvalid because only 248 House members attended the session to<br>\nendorse the law. According to the House&apos;s internal rules, an<br>\nendorsement is only considered valid if a session is attended by<br>\nmore than half of all House members.<\/p>\n<p>At the time of the endorsement, there were 500 members of the<br>\nHouse.<\/p>",
