Potentially corrupt sectors<\/p>\n

On March 31, 1997 Bisnis Indonesia ran an article under the
\nheading PNS management ripe for total reform because of corrupt
\npractices which was based on a report of PERC, a research
\norganization in Hong Kong.<\/p>\n
In the article, Didik J. Rachbani claimed that, \"to eradicate
\ncorruption, government should exercise caution with placing
\npersonnel in potentially corrupt sectors such as tax, inland
\nrevenue, and customs departments.\"<\/p>\n
Admittedly, since times of antiquity, tax collectors have been
\nregarded as mean, greedy, and sinful individuals as can be read
\nin the Bible, Lukas 18 where the Pharisees were likened to tax
\ncollectors.<\/p>\n
In the modern era, this may no longer be true. Potentially
\ncorrupt sectors have expanded outside taxes and customs.<\/p>\n
Sumitro Djojohadikusumo has said that final conclusion
\ninvestigations conducted by BPKP ( Development and Financial
\nControl Board) and BPK (Supreme Audit Agency) was a budgetary
\nleak of about 30 per cent.<\/p>\n
Credit repayments running to trillions of rupiah have become
\nblocked in state banks. There are indications of the even more
\nrampant corruption in non-tax and the customs departments.<\/p>\n
Didik J. Rachbani's evaluation indicates that corruption in
\nrevenue gathering departments other than tax and customs are even
\nlarger.<\/p>\n
We believe that potentially corrupt sectors should be added to
\nthose where authority and power wielding departments where
\ndecisions are made.<\/p>\n
Government should be careful when placing people in those
\nsectors.<\/p>\n
