The adjustment is deemed necessary to ensure the\nassistance amount better matches the requirements for building liveable\nhomes while accelerating the rehabilitation and reconstruction process\nin disaster-affected areas. The proposal was delivered by the Chairman\nof the Task Force for Post-Disaster Rehabilitation and Reconstruction\n(PRR) for Sumatra, Muhammad Tito Karnavian, following a\nministerial-level coordination meeting at the Coordinating Ministry for\nHuman Development and Cultural Affairs (Kemenko PMK) office in Jakarta\non Thursday (3\/7). According to Tito, one of the main agendas of the\nmeeting was discussing the acceleration of post-disaster recovery in\nAceh, North Sumatra, and West Sumatra, including the adjustment of\nhuntap construction costs funded through the Ready-to-Use Fund (DSP)\nscheme of the National Disaster Management Agency (BNPB). He explained\nthat the current huntap construction cost of Rp60 million per unit no\nlonger reflects the needs for building liveable homes in various\nregions, particularly in disaster-affected areas. Therefore, the\nministers attending the meeting agreed to propose an increase in the\nhuntap construction assistance value, for both in-situ and ex-situ\nschemes managed by the BNPB. Tito stated that the proposal was compiled\nbased on various inputs, including the experiences of several ministries\nand local governments in building aid housing. He noted that the\nDirector General of Regional Administration Development at the Ministry\nof Home Affairs, Safrizal ZA, who previously served as Acting Governor\nof Aceh, reported that the cost of government aid housing in Aceh\nreached approximately Rp95 million per unit. Meanwhile, houses built by\nthe Ministry of Housing and Settlement Areas (PKP) cost around Rp120\nmillion per unit, while construction by the Buddha Tzu Chi Foundation\nwas approximately Rp75 million per unit. \u201cTaking into account these\nvarious experiences, we are proposing the huntap construction cost to be\naround Rp80 million per unit,\u201d Tito said. According to him, the\nadjustment in assistance value is expected to improve building quality\nwhile accelerating the completion of permanent housing for communities\naffected by disasters. In addition to discussing the construction cost\namount, the meeting also highlighted the huntap financing mechanism\nthrough the BNPB\u2019s Ready-to-Use Fund (DSP). Tito explained that this\nscheme will be used for independent in-situ and ex-situ huntap\nconstruction, which is considered to have a higher level of complexity\ncompared to centralised huntap area development. \u201cThe independent\nin-situ and ex-situ huntap, which are the responsibility of the BNPB,\nare more complex because they are individual. Therefore, we propose\nusing the Ready-to-Use Fund mechanism because the BNPB has flexibility\nin its use,\u201d he said. According to Tito, the use of the DSP mechanism is\nexpected to accelerate the construction of permanent housing so that\ndisaster-affected communities can immediately obtain safe, liveable, and\npermanent shelter as part of the recovery process. All outcomes of the\ndiscussions in the meeting, Tito continued, will be submitted to\nPresident Prabowo Subianto through the Ministry of State Secretariat as\nmaterial for consideration in policy-making for the acceleration of\npost-disaster rehabilitation and reconstruction.
