        "content": "<p>Post audit for exports and imports launched on April 1<\/p>\n<p>JAKARTA (JP): The customs and excise law will come into force<br>\non April 1 with the implementation of post-auditing for both<br>\nimports and exports, Director General of Customs and Excise<br>\nSoehardjo Soebardi said yesterday.<\/p>\n<p>\"Post-auditing is mandated by law and, therefore, we have to<br>\ndo it,\" Soehardjo told reporters at his office here.<\/p>\n<p>He said that his office is ready to carry out post-auditing of<br>\nimports and exports as it has basically done it since 1994,<br>\nespecially for sea cargo worth less than US$5,000, and since July<br>\nlast year for air cargo.<\/p>\n<p>Many parties, especially importers, have expressed their<br>\ndoubts over the readiness of customs officials to perform their<br>\nnew duties in accordance with the law, in good faith, and in the<br>\ninterests of the country.<\/p>\n<p>The Indonesian Importers Association, for instance, has been<br>\nlobbying the government to maintain pre-shipment inspection for<br>\nIndonesia's imports.<\/p>\n<p>\"Looking at the current condition, I think the Directorate<br>\nGeneral of Customs and Excise is not yet ready to carry out on-<br>\narrival inspections for Indonesia's imports,\" the association's<br>\nchairman, Amirudin Saud, said earlier this week.<\/p>\n<p>The current customs rules require pre-shipment inspection of<br>\nimports, which are carried out by government-contracted surveying<br>\ncompanies.<\/p>\n<p>The government has assigned state-owned PT Surveyor Indonesia,<br>\nunder a biannual contract, to inspect Indonesia's imports at<br>\npoints of loading.<\/p>\n<p>Soehardjo said recently that his office will be restructured<br>\nto adjust to the law. The restructuring will not only affect the<br>\norganization of the directorate general but also its daily<br>\nactivities.<\/p>\n<p>The activities of the customs and excise office will be<br>\ndirected more toward facilitating the country's international<br>\ntrade, rather than acting merely as a fund-raiser for the state,<br>\nhe said.<\/p>\n<p>To implement the law, Soehardjo said yesterday, the government<br>\nhas prepared dozens of rulings, including 15 government<br>\nregulations and 49 decrees of the finance minister.<\/p>\n<p>Of the 15 government regulations, nine will concern customs,<br>\nand the remaining six will be related to excise -- including a<br>\nregulation on the increase of excise rates for cigarettes.<\/p>\n<p>For the first stage, Soehardjo said, the government will issue<br>\nsix government regulations, which will very likely be announced<br>\non Monday.
