I notice many positive things in the measures taken by Jakarta
\nMilitary Commander Major Gen. Hendropriyono, in his efforts to
\nenthusiastically overcome all forms of injustice, which is of
\ngreat concern to the society. The people would be much relieved
\nif the Commander were to combat corrupt activities practiced by
\ncertain officials.<\/p>\n
Just imagine how certain individuals from the Department of
\nManpower extorted workers returning from abroad after their
\nworking contracts had expired. It is really more heartless than
\nother forms of extortion. The motto: To serve, not to be served
\nseems to be sheer lip service.<\/p>\n
The former minister of Administrative Reforms, Sarwono
\nKusumaatmadja (now Minister of Environment) related his
\nexperience when arranging the land title for his property. It
\ntook him 10 years to get the business done. Being on a
\nministerial level is no guarantee that a transaction can be
\ncompleted in a short time. What if an ordinary person wants to
\nget a land title processed?<\/p>\n
Early in 1990, I accompanied an official to Singapore for
\nmedical treatment. In the immigration office I was greeted by an
\nimmigration official: "Are you flying Garuda?" I said: "Yes." He
\nsaid: "If you fly Singapore Airlines you don't have to take the
\npatient in a wheelchair because all facilities are provided." It
\nsounded like a promotion campaign. It should be noted that the
\nimmigration service was quick and satisfactory. After my
\ncolleague's hospitalization of two weeks he wanted to give some
\ntips to the nurses as a token of gratitude. But the nurses
\npolitely refused the offer.<\/p>\n
Back to the problems of malpractice, I hope the Jakarta
\nMilitary Commander will make a tireless effort to curb and
\nabolish corrupt practices in the bureaucracy.<\/p>\n
