Ports reform and economic growth<\/p>\n
On behalf of the Indonesian National Shipowners' Association,
\nI commend your editorial Aburizal's coordination, in The Jakarta
\nPost on April 11 calling for institutional reform and behavioral
\nchanges in the ports sector.<\/p>\n
The causes for Indonesia's non-competitiveness in export are
\nvaried. The highest port handling charges in the Association of
\nSoutheast Asian Nations (ASEAN) region are merely a symptom of
\nthe problem.<\/p>\n
You cite \"... arduous clearance procedures, a corrupt customs
\nservice and unnecessary intervention in port operations by other
\nstate agencies\". However the primary cause of our inefficient
\nports sector is the lack of free and fair competition within and
\nbetween our country's ports and the current monopoly powers and
\nrestraints to competition created by the legal and regulatory
\nframework.<\/p>\n
We endorse wholeheartedly your call for economic coordination
\nand the government as a whole to state a policy and vision for
\nreform. This must be coupled with the political will to change
\nthe laws, so as to promote competition, which will attract
\nprivate investment. This will drive economic growth and create
\nmore evenly shared prosperity for the great majority of our
\npeople who live in poverty. Their aspirations are shackled by the
\nbottlenecks created by our nation's ports.<\/p>\n
