        "content": "<p>Ports reform and economic growth<\/p>\n<p>On behalf of the Indonesian National Shipowners' Association,<br>\nI commend your editorial Aburizal's coordination, in The Jakarta<br>\nPost on April 11 calling for institutional reform and behavioral<br>\nchanges in the ports sector.<\/p>\n<p>The causes for Indonesia's non-competitiveness in export are<br>\nvaried. The highest port handling charges in the Association of<br>\nSoutheast Asian Nations (ASEAN) region are merely a symptom of<br>\nthe problem.<\/p>\n<p>You cite \"... arduous clearance procedures, a corrupt customs<br>\nservice and unnecessary intervention in port operations by other<br>\nstate agencies\". However the primary cause of our inefficient<br>\nports sector is the lack of free and fair competition within and<br>\nbetween our country's ports and the current monopoly powers and<br>\nrestraints to competition created by the legal and regulatory<br>\nframework.<\/p>\n<p>We endorse wholeheartedly your call for economic coordination<br>\nand the government as a whole to state a policy and vision for<br>\nreform. This must be coupled with the political will to change<br>\nthe laws, so as to promote competition, which will attract<br>\nprivate investment. This will drive economic growth and create<br>\nmore evenly shared prosperity for the great majority of our<br>\npeople who live in poverty.
