        "content": "<p>Poor targeted in massive registration crackdown<\/p>\n<p>Tertiani ZB Simanjuntak, The Jakarta Post, Jakarta<\/p>\n<p>People living in Jakarta will be jailed for up to three months<br>\nwithout trial and fined during a massive city administration<br>\ncrackdown on illegal residents starting June 12.<\/p>\n<p>The poorest 64 subdistricts will be targeted.<\/p>\n<p>The City Public Order and police operation, on top of the red<br>\nalert security status in the city due to the war in Aceh, also<br>\naims to establish a population database, including the taking of<br>\nfingerprints.<\/p>\n<p>\"Collecting fingerprints is stipulated in a 1996 bylaw and<br>\nalso is part of a police program to have a database on Jakarta<br>\nresidents,\" Population and Civil Registration Agency head<br>\nSilviana Murni told reporters on Wednesday.<\/p>\n<p>She was speaking after briefing her subordinates to inform the<br>\npublic to get their documents arranged before June 12 and not to<br>\nleave home without identity cards or other residential documents.<\/p>\n<p>Those who could not produce Jakarta identity cards,<br>\nneighborhood community registration documents and registration<br>\ndocuments from their hometowns would heavy penalties.<\/p>\n<p>Bylaws stipulate punishment of three months in jail and a Rp 5<br>\nmillion (US$602) fine for undocumented residents. Residents must<br>\ncarry the documentation at all times. Receipt of a lodged<br>\napplication was sufficient.<\/p>\n<p>Silviana said the operation was not related to fears of<br>\nterrorist attacks by the Free Aceh Movement (GAM), but could not<br>\nsay why the operation had not been undertaken previously.<\/p>\n<p>\"In the future, the city administration would make a database<br>\non Jakartans' fingerprints ... the fingerprints would be taken,<br>\nperhaps, during the making or renewal of their identity cards.\"<\/p>\n<p>Following the imposition of martial law in war-torn Aceh, the<br>\ncity administration and the police have warned Jakartans of<br>\npossible terrorist attacks.
