        "content": "<p>Poor coordination blamed for PLN cable dispute<\/p>\n<p>TANGERANG (JP): A member of the National Commission on Human<br>\nRights said the placement of high voltage cables over the Ciledug<br>\nIndah housing complex was due to a lack of coordination.<\/p>\n<p>Area residents recently raised an outcry over the presence of<br>\nthe cables they said were causing health problems.<\/p>\n<p>&quot;I think the problem arose due to a lack of coordination<br>\nbetween the Tangerang administration and the West Java provincial<br>\nadministration and the state-electricity company (PLN),&quot; Brig.<br>\nGen. (Ret) Roekmini Koesoemo Astoeti said after attending a<br>\nclosed meeting with Tangerang Deputy Regent H.M. Nuhriana Husnadi<br>\non Tuesday.<\/p>\n<p>Roekmini said that the Tangerang administration did not<br>\nconsult the West Java provincial administration when it issued a<br>\npermit for the developer of the Ciledug Indah Housing estate, PT<br>\nDuta Megah Perdana, in 1987.<\/p>\n<p>Roekmini said the meeting revealed that the Tangerang<br>\nadministration did not know that the West Java administration had<br>\nearlier issued another land use permit for PLN to put up the<br>\ntowers for the high voltage cable network in the Ciledug area.<\/p>\n<p>The former Regent of Tangerang, Tadjus Sobirin, issued a<br>\npermit for PT Duta Megah Perdana, a developer, to build a housing<br>\nestate on a 20-hectare plot of land in Tangerang regency on Feb.<br>\n6, 1987.<\/p>\n<p>Roekmini also said that the Tangerang administration has<br>\nagreed to relocate the 120 residents of the Ciledug Indah housing<br>\nestate, but the administration&apos;s plan is being hampered by<br>\nfinancial problems and the scarcity of land.<\/p>\n<p>Djoko Sugianto, another member of the commission, has asked<br>\nPLN to temporarily turn off the electrical current flowing<br>\nthrough the cables suspended over the housing estate.<\/p>\n<p>Djoko&apos;s plea was rejected by the chief of PLN&apos;s office in<br>\nTangerang, Ali Herman, who said it is impossible to turn off the<br>\ncurrent because the towers are now being used by PLN to<br>\ndistribute electricity to other people living in the Ciledug<br>\narea.<\/p>\n<p>Ali said the height of the transmission towers has been raised<br>\nfrom the original nine meters to 18 meters in an effort to<br>\nresolve the matter.<\/p>\n<p>In a hearing with Commission VI of the House of<br>\nRepresentatives on Nov. 15, PLN president Zuhal said the<br>\ninstallation of the high voltage cable network and towers in the<br>\nCiledug Indah housing complex could not jeopardize the health of<br>\nthe people living there.<\/p>\n<p>One hundred and twenty residents of the Ciledug Indah housing<br>\nestate in Tangerang went to the headquarters of the National<br>\nCommission on Human Rights to complain about the bad effects of<br>\nthe high voltage cables suspended over their housing complex.<\/p>\n<p>The residents said that they have physically suffered since<br>\nPLN activated the 500,000-volt electric current flowing through<br>\ncables suspended over their housing complex on Nov. 25<\/p>\n<p>The residents complained of nausea, irregular heartbeats and<br>\nskin irritations.<\/p>\n<p>During an inspection of the site last Thursday, Roekmini and<br>\nDjoko witnessed that a current tester lighted up when one of the<br>\nCiledug Indah residents touched it to a television antenna.<br>\n(13\/mas)<\/p>",
