        "content": "<p>PON XVI project and collusion<\/p>\n<p>From Republika<\/p>\n<p>As a citizen of South Sumatra I feel very sad, annoyed and<br>\nconfounded by the attitude of the provincial executive toward the<br>\nPON XVI 2004 national sports festival project scam between the<br>\nregional public works office and the regional legislature&apos;s<br>\nCommission D, involving a Rp 350 million payoff. The conflicting<br>\nparties (provincial governor Rosihan Arsyad, councillor M. Natsir<br>\nDjakfar and head of the Provincial Development Control Board<br>\nNursanto Anwar) have adopted an ambivalent and permissive<br>\nposition, by attempting to dismiss the issue and shirk<br>\nresponsibility.<\/p>\n<p>This case started with legislative pressure at a Commission D<br>\nhearing with the head of the public works office, Hafizar Hanafi,<br>\nand the PON XVI project manager on Sept. 3, 2001. The commission<br>\nunveiled five mistakes made by the governor and the PON XVI<br>\nproject:<\/p>\n<p>1. Unilateral project revision by issuing a gubernatorial<br>\ndecision to change the cost of the renovation of Bumi Sriwijaya<br>\nStadium from Rp 20 billion to Rp 28.5 billion.<\/p>\n<p>2. The absence of regional regulation on which the project&apos;s<br>\nmasterplan is based.<\/p>\n<p>3. The dislocation of regional budget funds for sports stadiums<br>\n(GOR) A and B to private firms.<\/p>\n<p>4. The absence of initial planning for PON XVI.<\/p>\n<p>5. The lack of transparency, as indicated by a gubernatorial<br>\ndecision on the approval of direct appointments for the main<br>\nstadium project, the master plan, the environmental impact<br>\nanalysis and reclamation (thus violating Presidential Decree<br>\nNo.18\/2000).<\/p>\n<p>IVAN ISKANDAR<\/p>\n<p>Palembang, South Sumatra<\/p>",
