        "content": "<p>Jakarta (ANTARA) - The government plans to strengthen the role of the\nNational Police Commission (Kompolnas) as part of the Polri reform\nagenda, including transforming it into an independent institution with\nstronger oversight authority.<\/p>\n<p>At a press conference on Polri reform at Merdeka Palace in Jakarta on\nTuesday, Chairman of the Polri Reform Acceleration Commission Jimly\nAsshiddiqie stated that President Prabowo Subianto has positively\nreceived the proposal to strengthen Kompolnas to make external oversight\nof the police institution more effective.<\/p>\n<p>According to Jimly, one of the main changes is that Kompolnas\u2019s\ndecisions and recommendations will henceforth be binding, obligating the\npolice chief and police ranks to implement them.<\/p>\n<p>\u201cThe President strongly agrees to the strengthening of Kompolnas. The\nRepublic of Indonesia Police Commission will be strengthened so that its\ndecisions and recommendations are binding,\u201d said Jimly.<\/p>\n<p>He explained that this strengthening aims to increase the\neffectiveness of oversight functions over Polri while reinforcing the\ninstitutional accountability of the police going forward. These\nprovisions will be regulated through revisions to the Law on Polri.<\/p>\n<p>On the same occasion, Coordinating Minister for Law, Human Rights,\nImmigration, and Correctional Services Yusril Ihza Mahendra stated that\nexpanding Kompolnas\u2019s authority is one of the important points in the\npolice reform being prepared by the government.<\/p>\n<p>\u201cKompolnas\u2019s authority is expanded and emphasised, so the implication\nis a change to the Polri Law,\u201d explained Yusril.<\/p>\n<p>He stated that the government, through relevant ministries, is\ndrafting amendments to the law, which will subsequently be submitted to\nthe DPR as an amendment to the current police regulations.<\/p>\n<p>Meanwhile, member of the Polri Reform Acceleration Commission Mahfud\nMD added that Kompolnas in the future is designed to become a truly\nindependent external oversight institution with certain executive\npowers.<\/p>\n<p>\u201cSo, Kompolnas will become an independent institution that oversees\nthe police\u2019s external oversight body, so Kompolnas will not be like it\nis now, as a kind of spokesperson, but truly an overseer with executive\ndecisions at certain levels,\u201d clarified Mahfud.<\/p>\n<p>In the new design, Kompolnas membership will consist of nine\nindividuals from various societal elements, ranging from former\nhigh-ranking Polri officials, advocates, academics, community figures,\nto experts from various fields.<\/p>",
