Poll rigging practices haunt KIPP, Unfrel, Rectors Forum<\/p>\n
JAKARTA (JP): The following unlawful practices were identified
\nin past elections. Data has been provided by the Independent
\nElection Monitoring Committee (KIPP), the University Network for
\nFree and Fair Elections (Unfrel) and the Rector Forum.<\/p>\n
During voter registration:<\/p>\n
* Encouraging supporters of the ruling contestant to register at
\ntwo or more different places, using different identification
\ncards.<\/p>\n
* Fictitious registrations at places difficult to access, again
\nto benefit the ruling Golkar party.<\/p>\n
* Discrimination against supporters of opposition parties in
\nGolkar stronghold areas to discourage their registration.<\/p>\n
* Registration forms are deliberately made incomplete.<\/p>\n
* Supporters of opposition parties are threatened and
\nintimidated.<\/p>\n
During registration of legislative candidates:<\/p>\n
* Special screening in the selection process for legislative
\ncandidates, to exclude potential candidates from opposition
\nparties.<\/p>\n
During campaigning:<\/p>\n
* Campaigning before the official period.<\/p>\n
* Using government facilities and religious worship areas in
\ncampaigns.<\/p>\n
* Using public funds for campaigning.<\/p>\n
* Offering money to people to take part in campaigns and rallies.<\/p>\n
* Intimidation of people to stop them attending an election rally
\nfor an opposition party.<\/p>\n
* Discrimination by the state media in its campaign coverage.<\/p>\n
During balloting:<\/p>\n
* The opening and closing of voting booths not in accordance with
\nthe agreed schedule.<\/p>\n
* Placing ballot papers in ballot boxes before voting begins.<\/p>\n
* Double voting, with one person voting two or more times at
\ndifferent places.<\/p>\n
* Ballots counted without enough objective witnesses.<\/p>\n
* Intimidation of voters to vote for a certain party.<\/p>\n
* Intimidation of election observers.<\/p>\n
* Preventing election monitors from approaching polling sites.<\/p>\n
* Giving special marks on voting papers to identify who voted for
\nwhich party.<\/p>\n
* Producing fake ballot papers.<\/p>\n
* Use of delible ink for marking Golkar supporters' hands so that
\nthey could cast more ballots elsewhere.<\/p>\n
* Voter secrecy not protected.<\/p>\n
* Polling booths are placed at locations where Golkar support is
\nstrong.<\/p>\n
* Polling officials side with Golkar.<\/p>\n
* Encouraging public violence so polling activities are halted in
\ncertain areas.<\/p>\n
During vote counting:<\/p>\n
* Barring opposition party representatives from witnessing the
\nballot counting at polling booths and at village, subdistrict,
\ndistrict and provincial levels.<\/p>\n
* Destroying ballot papers favoring opposition parties.<\/p>\n
* Adding ballot papers favoring Golkar.<\/p>\n
* Marking all remaining papers to favor Golkar.<\/p>\n
* Letting ballot boxes closed unsealed after counting, allowing
\nthem to be reopened for manipulation.<\/p>\n
* Exchanging ballot boxes with other boxes full of votes favoring
\nGolkar.<\/p>",
