        "content": "<p>Political contract is needed<\/p>\n<p>It is interesting to note that Corruption Eradication <br>\nCommission (KPK) chief Taufiqurrachman Ruki said that <br>\npresidential and vice presidential candidates should sign a <br>\npolitical contract, which would state their readiness -- should <br>\nthey be elected -- to punish corruptors, including bureaucrats or <br>\ntheir party colleagues.<\/p>\n<p>Although Prof. Ahmad Ali of University of Hasanuddin Makassar <br>\ncommented that what the KPK needs to do is to hunt corruptors <br>\ndown -- and not to come with a proposal as it is up to <br>\nacademicians to do that (Pelita, April 23) -- such a contract is, <br>\nI think, badly needed.<\/p>\n<p>Taufiqurrachman and his team are currently investigating 177 <br>\nalleged corruption cases (The Jakarta Post, April 23).<\/p>\n<p>The political \"contract\" is actually already in place, if one <br>\ncould say so. Since the independence of this country, as <br>\nrequired by article 9 of the 1945 Constitution, every president <br>\nand vice president are sworn-in before assuming power. The oath <br>\nis taken before the People's Consultative Assembly (MPR) plenary <br>\nsession.<\/p>\n<p>What kind of political contract would serve as a precise tool <br>\nfor corruption eradication? It would not simply comprise a <br>\ndeclaration but would need to be signed. So, if the president and <br>\nvice president were to break the contract, they would be held <br>\naccountable.<\/p>\n<p>Above all, what the new president and vice president need to <br>\ndo is to commit to enforcing the law, perhaps using China and <br>\nMalaysia as models. This could probably be done by signing the <br>\naforementioned contract before the MPR plenary session, prior to, <br>\nor after, the president and the vice president take their oaths.<\/p>\n<p>M.
