Police to conduct major reshuffle<\/p>\n

The National Police are moving to reshuffle its organizational
\nstructure, just as eight high-ranking police officers who hold
\nvital posts, including two commissioner generals, are about to
\nretire.<\/p>\n
National Police spokesman Insp. Gen. Saleh Saaf said on Friday
\nthat the restructuring of the police organization itself was
\ncurrently underway, and therefore the National Police needed to
\nwait for results, before the vacant key posts could be filled.<\/p>\n
\"The National Police are currently discussing a major
\nrestructuring of the police organization nationwide, including
\nthe National Police, police precincts and subprecincts,\" Saleh
\ntold The Jakarta Post on Friday.<\/p>\n
\"Posts that are unnecessary or non-functional, where the
\nofficers are still receiving pay, will be scrapped. We are
\nwaiting for the results of the new organizational structure,
\nbefore we can issue the names of the officials who are suited to
\nfill the vacant posts.\"<\/p>\n
Saleh said the eight high-ranking officials who had reached
\nthe mandatory retirement age of 55 included National Police
\ndeputy for operational control Comr. Gen. Syahruddin Pagar Alam,
\nNational Police secretary-general Comr. Gen. Yun Mulyana, Bali
\nPolice chief Insp. Gen. I Wayan Ardjana and North Sulawesi
\nProvincial Police chief Brig. Gen. Erald Dotulong.<\/p>\n
The three commissioner generals have received a presidential
\nletter notifying them of their imminent retirement.<\/p>\n
In Bandung, West Java, National Police chief Gen. Da'i
\nBachtiar told reporters that the restructuring of the police
\norganization was necessary.<\/p>\n
\"Sometimes, there are more three-star (commissioner) generals
\nthan there are posts. The restructuring of the organization,
\namong other things, will ensure that the three-star generals will
\nbe put to much better use,\" Da'i said as quoted by Antara on
\nFriday.<\/p>\n
Even though a new law on police organizations issued last year
\nextended retirement ages of police officers from 55 to 58, Da'i
\nsaid the law also had a clause which stated that the extension of
\nthe retirement age would be valid only with the issuance of a
\ngovernment regulation.<\/p>\n
\"To date, that governmental regulation has not been issued. We
\nare still waiting for it ... unless it is issued soon, the eight
\nhigh-ranking officials will be leaving their posts very soon,\"
\nDa'i said on the sidelines of the closing ceremony of a course
\nfor high-ranking officers.<\/p>\n
Apart from the reshuffle, the National Police are stepping up
\npreparations for the setting up of new provincial police
\nestablishment in Banten, Bangka Belitung, North Maluku and
\nGorontalo.<\/p>\n
\"Due to our limited budget, our plan will be realized
\ngradually. We will give priority to provinces that urgently need
\na police institution,\" Da'i said.<\/p>",
