Police should separate from ABRI: Wik<\/p>\n
JAKARTA (JP): The National Police could discharge its law
\nenforcement duties more effectively if it became an independent
\nentity separate from the Armed Forces (ABRI), the chairman of the
\nAssociation of Police Science said yesterday.<\/p>\n
Maj. Gen. (ret) Wik Djatmika told Antara that as an element of
\nABRI, the National Police currently had to abide by the
\nmilitary's single chain of command, and this often was an
\nobstacle to their chief task of enforcing the law.<\/p>\n
The National Police force is currently part of ABRI, along
\nwith the Army, the Navy and the Air Force. Under this structure,
\nthe National Police chief reports to the ABRI commander.<\/p>\n
Wik said some of the commands issued by ABRI had often clashed
\nwith law enforcement matters. When this happens, law enforcement
\ninterests are sacrificed, he said.<\/p>\n
He did not cite any examples.<\/p>\n
He said many retired senior police officers felt that the
\npolice could carry out their duties better if they were not part
\nof ABRI's chain of command.<\/p>\n
Wik said the status of the National Police was currently
\ndefined by the 1982 Law on National Defense and Security, the
\n1982 Law on Soldiers and the 1997 Law on Police.<\/p>\n
These laws should be reviewed before the National Police can
\nbe separated from ABRI, he said.<\/p>\n
He said if the laws were not reviewed, the National Police
\nforce could be given greater autonomy, such as in carrying out
\ncriminal investigations without outside interference. (emb)<\/p>",
