        "content": "<p>Police seem less concerned over child kidnapping cases<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>Police appear to pay less attention to the kidnapping case<br>\ninvolving a quartet led by two brothers, who have so far claimed<br>\nthe lives of two children, compared to last week's shootings of a<br>\nbusinessman and his bodyguard.<\/p>\n<p>At Jakarta Police headquarters, the heads of several divisions<br>\nthat seemed likely to be involved in solving kidnappings, were<br>\nunaware of the case when questioned by The Jakarta Post.<\/p>\n<p>They were also unable to say which criminal division was<br>\nresponsible for investigating the kidnapping, which also involves<br>\nrape and murder.<\/p>\n<p>\"We have not received any reports on kidnapping cases<br>\ninvolving children so far... The case is probably being handled<br>\nby detectives of the Robbery-Homicide division,\" said Anang<br>\nSutanto, a senior officer at the division of Crimes Against<br>\nChildren, Teenagers and Women.<\/p>\n<p>Adj. Sr. Comr. Idham Azis, head of Vice Control and Robbery-<br>\nHomicide division, claimed that the city police had not received<br>\nany information about the kidnapping case.<\/p>\n<p>\"The case is most likely being handled by detectives from the<br>\npolice precincts of areas where the abductions took place,\" he<br>\nsaid.<\/p>\n<p>Adj. Sr. Comr. Trihadi, the head of the Mobile Detective<br>\ndivision, which usually handles violent street crimes, claimed<br>\nthat his office had not received information on the crime,<br>\neither.<\/p>\n<p>Their statements were in direct contrast to the statement made<br>\nby Jakarta Police spokesman Sr. Comr. Prasetyo, who had claimed<br>\nearlier that the City Police would support the investigation, as<br>\nthe case involved several provincial police forces.<\/p>\n<p>\"We will continue to track down the suspects,\" he had<br>\npromised.<\/p>\n<p>The serial kidnapping gang -- allegedly led by brothers Jerry,<br>\nalias Jefry Saputra, 25, and Dani, alias Deni Saputra, 21 -- have<br>\nbrutally raped and murdered a 23-month-old baby girl kidnapped in<br>\nPademangan, North Jakarta, and a nine-year-old girl abducted in<br>\nCipayung, East Jakarta.<\/p>\n<p>Currently, the Saputras -- who are believed to be assisted by<br>\na man and a woman -- are holding two kidnapping victims and have<br>\ndemanded a ransom. They are also believed to be responsible for<br>\ntwo other kidnappings in Tangerang between March and July.<\/p>\n<p>Although the kidnappings involve more victims, the police have<br>\ndeployed more detectives to handle the shootings of PT Asaba<br>\npresident director Boedyharto Angsono and his bodyguard, First<br>\nSgt. Edy Siyet of the Army's Special Forces (Kopassus) antiterror<br>\ngroup.<\/p>\n<p>In the isolated shooting case, police have even dispatched<br>\nhigh-ranking detectives, or Adjutant Senior Commissioners, to<br>\nhunt down the suspects. In contrast, the highest officer<br>\ninvestigating the serial kidnappings is ranked First Inspector,<br>\nthree ranks below Adjutant Senior Commissioner.<\/p>\n<p>Another disparity is in their investigation budgets, as police<br>\nofficers receive Rp 250,000 (US$29.40) to handle a single high-<br>\nprofile case, while they receive only Rp 7,500 for a petty crime<br>\ncase.<\/p>\n<p>Criminologist Erlangga Masdiana of the University of Indonesia<br>\nhas criticized the police of being too busy handling big cases to<br>\naddress petty cases, including the kidnappings.<\/p>\n<p>He also said that the public needed to pressure the police to<br>\nsolve the case.<\/p>\n<p>Erlangga added that although the police already had a photo<br>\nand sketches of the suspects, it was understandable that they did<br>\nnot want to distribute them, for the sake of the hostages.<\/p>\n<p>\"The suspects are presumably psychologically disturbed,<br>\ntherefore the police may have to consider -- if we distribute the<br>\npictures -- what they could do to their victims,\" he said,<br>\nreferring to the two murdered children.<\/p>",
