The Commission for the Acceleration of Police Reform (Polri), led by Mahfud MD, has completed its three-month work cycle and produced seven books and three introductory documents, including an executive summary and four key policy recommendations, to be submitted to President Prabowo Subianto. The commission has absorbed public input through discussions, podcasts and visits to various stakeholders, formulating recommendations covering structural, instrumental and cultural aspects of police reform, with plans to make the documents public through a presidential decree. The recommendations encompass immediate improvements, new regulatory requirements, and potential amendments to existing laws.

JAKARTA — Mahfud MD, a member of the Commission for the Acceleration
of Police Reform (Polri), has revealed that his team has completed a
series of documents over a three-month period to be reported to
President Prabowo Subianto.

According to Mahfud, the team has produced eight main recommendations
outlined in an executive summary document. These recommendations have
been further condensed into four key points in the form of pointers
spanning approximately three pages.

“The recommendations take the form of an executive summary. Then they
are summarised again in the form of pointers, which gives us four
pointers,” Mahfud said in Central Jakarta on Tuesday, 10 March 2026.

Three of the books contain verbatim statements or direct quotations
from public opinion, media analysis and views that emerged during
various discussion sessions.

“In total, there are seven books with three introductory documents.
The introductory documents include the executive summary, a summary
comprising just these four points, and then the introduction for the
President,” he explained.

Mahfud added that the documents are planned to be proposed as public
documents through a presidential decree so they can be accessed by the
public.

“Because they are objective and rational, there will be a
presidential decree making them public documents. Anyone will be able to
read them in due course, because there is nothing secret,” he said.

Mahfud also noted that the recommendations cover various aspects of
reform within the police force, including structural, instrumental and
cultural dimensions.

However, he declined to detail the content of the recommendations, as
the team will only present them after the formal report is received by
the President.

Earlier, the Commission for the Acceleration of Police Reform
indicated it would report its three-month work results to Prabowo
Subianto, following its inauguration on 7 November 2025.

“Before 7 February, we had already sent a letter to the President
stating that we had all completed drafting how Polri should move
forward,” Mahfud said.

Mahfud noted that the content of the report cannot be made public
before being presented directly to the Head of State.

During the drafting process, the commission absorbed various public
aspirations through public discussions, podcasts and visits to various
stakeholders. These inputs were then formulated into recommendations,
ranging from improvements that can be implemented immediately, to new
regulatory requirements and potential amendments to existing
legislation.
",
